MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />~~ OF THE CITY OF NORTH OLMSTED <br />MARCH 29,1995 <br />Present: Council President Boehmer, Council Members Limpert, Lmd, McKay, <br />Miller, Musial, Naar, Saringer <br />Also Present: Mayor Boyle, Finance Director Bums, Clerk of Council Seman <br />Council President Boehmer called the special meeting to order at 6:32 p.m. m Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />LEGISLATIVE COI4EML~TTEE REPORT <br />1) Mr. McKay reported that the commmttee had met on Monday, March 27. In attendance <br />were Council Members Lmd, Musial, Limpert, Nashar, Miller and Saringer. Mr. Tom <br />Herbster and Mr. Terry Brennan were interviewed for positions on the Planning <br />Commission; Mrs. Diane Koster-Marquard was interviewed for a position on the <br />Recreation Commission. Mr. McKay moved to approve the appointments of Mr. Herbster <br />and Mr. Brennan to the Plawiing Commission and Mrs. Koster-Marquard to the <br />Recreation Commission; second by Mr. Musial; motion passed unanimously. <br />2) The committee also reviewed the names submitted by the Mayor for appointment to the <br />Charter Review Commission. The individuals were not interviewed because they had been <br />interviewed by the Mayor. Mr. McKay moved to approve the appointment of the <br />following people to the Charter Review Commission: Michael Albanese, Michael Bruno, <br />Jan Dunn, Dennis Lambert, Tom O'Grady, Kate Powell, John Ryan, Jack VanKuren, <br />Gabriela Waechter. The motion was seconded by Mr. Lmd and unanimously passed. <br />President Boehmer explained that, by special request, audience participation would be <br />heard at this special meeting; however, the time would be limited since the Chambers <br />would be used for another meeting beginning at 7:30 p.m. <br />AUDIENCE PARTICIPATION <br />Richard Margolies, 4809 Cohunbia Road, North Olmsted, spoke on the sewer rate <br />increase. Mr. Margolies said he believed that the legislation authorizing the sewer rate <br />increase did not allow for discounts provided to residents who have second meters for <br />outside water usage. Mayor Boyle commented that the form of the ordinance was <br />basically the same rate ordinance that had been used in the past. If need be, he will be <br />more than happy to introduce legislation at a future meeting which clarifies the city's <br />intention to continue granting the second meter discount. Mr. Margolies was still not <br />satisfied because, as the owner of commercial property, it would cost about $100,000 to <br />install a second meter. He would like to see a review of this issue as it relates to <br /> <br />
