Mr. Limpert commented that he wanted more time to <br />discuss this issue. Also, he feels that there is difficulty in raising a fixed amount of money <br />through a variable commodity based on consumption. Continue roll call: Sarmger, yes. <br />Mrs. Saringer commented that she will monitor the consumption figures and hoped that <br />the rates could be lowered as soon as possible. Continue roll call: Nashar. Mr. Nashar <br />asked to comment before his vote. He said that he felt a portion of the sewer rate increase <br />should come out of the General Fund. Mr. Nashar voted no. The motion passed with <br />Council Members Lind, McKay, Miller and Saringer voting yes and Council Members <br />Musial, Limpert and Nashar voting no. Ordmance No. 95-29 adopted. <br />Ordinance No. 94-148 introduced by Mayor Boyle was given its second reading. An <br />ordinance establishing non-resident fees and charges for the rendering of emergency <br />medical service and ambulance transportation by the City of North Olmsted, as amended. <br />Mayor Boyle interrupted at this point to discuss Ordinance 95-29 which had passed with a <br />four to three majority vote. He said the vote negated the emergency clause, which means <br />that the legislation would not take effect for thirty days. This delay in the sewer rates, <br />which had been scheduled to go into effect April 1, will probably mean that the rates will <br />have to be increased even higher. The Mayor and several Council Members engaged in a <br />lengthy discussion on the issue of the sewer rate increase, which resulted in Mr. Nashar <br />making the decision to change his vote. Mr. McKay moved to reconsider Ordinance <br />No. 95-29; second by Mr. Miller. Roll call: McKay, yes; Miller, yes; Nashar, yes; Musial, <br />no; Saringer, yes; Lind, yes; Limpert, no. The motion to reconsider Ordinance No. 95-29 <br />passed with five affirmative votes and two negative votes. Mr. McKay moved to adopt <br />Ordinance No. 95-29; second by Mr. Lind. Roll call: McKay, yes; Lind, yes; Limpert, no; <br />Miller, yes; Musial, no; Nas~har, yes; Saringer, yes. The motion to adopt Ordinance <br />No. 95-29 passed with five aiirmative votes and two negative votes. Ordinance <br />No. 95-29 was adopted with the emergency clause in effect. <br />Due to the interruption in the proceedings, Ordinance No. 94-148 was read again. <br />Ordinance No. 94-148 is an ordinance establishing fees and charges for the rendering of <br />emergency medical service and ambulance transportation by the City of North Olmsted, as <br />amended. Mr. Lind commented that this legislation had been discussed at length in the <br />Finance Committee, and the committee recommended approval. Mr. Lind moved to <br />suspend the rules requiring three readings; second by Mr. Nashar; motion passed <br />unanimously. Mr. Lind moved for adoption; second by Mr. Miller; motion passed <br />unanimously. Ordinance No. 94-148 adopted. <br />Ordinance No. 95-23 introduced by Mayor Boyle was given its second reading. An <br />ordinance to make appropriations for current expenses and expenditures for the City of <br />North Olmsted for the year ending December 31, 1995, as amended. Mr. Lind <br />commented that this legislation had also been discussed at length. At the most recent <br />committee meeting, changes were made to the HoteUMotel Tax, Sewer Revenue, Bus and <br />Hospitalization Funds. The committee recommended approval.
