Council Minutes of 3/21/95 <br />agreed to incorporate the word `ion-resident" into the title of the legislation. It is his <br />opinion, shared by Mr. Gareau, that anon-resident is someone who does not live m North <br />Olmsted. Visitors are considered non-residents. Mr. Limpert and Mayor Boyle explained <br />that, if our squad provided mutual aid to another city that charges fees, then we would <br />make a charge. Conversely, if the other city does not charge fees, we would not charge-- <br />the mutual aid agreement would supersede the fee. <br />Mr. Nashar commented on the legislation providing for a home maintenance code: 1) He <br />would like action to be taken on this legislation soon and suggested that part-time <br />employees could be hired in the Building Department. Mayor Boyle commented that part- <br />timepersonnel might be a good trend to follow, but he was not sure it was a good idea in <br />this case. <br />AUDIENCE PARTICIPATION <br />Sheila Pedrini, a 19-year resident of North Olmsted who lives on Ambour Drive, spoke <br />about the poor condition of the street. The street has no curbs or streets lights but does <br />have chuckholes and potholes. She is embarrassed by the street and angry because it has <br />not yet been repaired. The patch work that is done is not sufficient because it breaks up <br />and becomes a safety hazard to pedestrians on the sidewalk, especially children. She and <br />her neighbors would like to know when Ambour Drive will be repaired. She feels that the <br />April 15 date that was mentioned doesn't "wash," and she doesn't care about Beech Lane. <br />She doesn't live on Beech Lane; she pays taxes for Ambour Drive and she wants it <br />repaired. Mayor Boyle explained that April 15 is not a `magic date" only concerning <br />Beech Lane. He previously mentioned some of the other streets on the list; namely, <br />Ambour, Frank and Alexander. April 15 is the approximate date that Council and the <br />administration will be able to determine what streets are to be fined this year. He agrees <br />that Ambour is in poor condition. <br />Clay Olson, 24299 Ambow Drive, lives on the cul-de-sac portion of the street which is in <br />good condition. He wondered why the remainder of the street had not been completed. <br />Service Director Bohlmann explained that several years ago the box culvert that ran <br />underneath Ambour Drive at the cul-de-sac was in deteriorating shape. The city did some <br />major storm channelization work in the area, which required that portion of the street to <br />be torn up. At that time, there was only sufficient money to repair the cul-de-sac up to the <br />box culvert. <br />Kathy DiMarino, 24286 Ambow Drive, described the sequence of events that she has <br />witnessed. In 1992 when the sewer redevelopment was begun, Ambour Drive residents <br />were concerned about how it would affect the appearance of the street. The residents <br />were told the work had to be done for the betterment of the community, and the Forester <br />presented pictures of what the street would look like when completed. It was promised <br />that the many trees on the street would be saved. However, the trees were removed and <br />never replanted. The anti erosion system that was applied never actually worked.
