Council Minutes of 1/17/95 <br />~}„ beginning in 1996 all issuers of municipal debt that are subject to the secondary market <br />:,,;~ will be required to file annual financial information with a depository that is designated in <br />the 1995 official statement. North Olmsted will be required to adhere to these new rules. <br />Mr. McKay, Chairperson of the Intro-Governmental Relations, Legislative and Long- <br />Range Planning Committee and the Streets & Drainage Committee: 1) The Legislative <br />Committee met on Wednesday, January 4, to discuss Ordinance 94-184, which deals with <br />the. annexation of Olmsted Township. Present were all Council members, the President of <br />Council, Mayor Boyle, Law Director Gareau, Finance Director Burns, Administrative & <br />Personnel Director Wilamosky, Safety Director Kasler, Human Resources Director <br />Copeland and Administrative Assistant Wlodarski. In addition, 13 North Olmsted <br />residents, 26 Olmsted Township residents and 1 Berea resident were in attendance. <br />Director Wilamosky explained that 20% of North Olmsted and 25% of Olmsted Township <br />is not developed. In the past, he has been successful in applying for development grants <br />and grants to improve the infrastructure and feels that the annexation would be of great <br />value to both communities. Director Kasler reported that the safety forces are up-to-date <br />as well as the equipment, vehicles and facilities. The Township has 10 police officers and <br />9 firefighters and there will be no need for added personnel. Administrative Assistant <br />Wlodarski reported that the Township has a master plan which would be accepted by <br />North Olmsted. It is her belief that the community reinvestment plan would be useful to <br />residents because of the low-interest loans and the opportunity to attract office-type <br />development. Human Resources Director Copeland stated that the senior population of <br />North Olmsted is 17% and 22.9% in the Township. He feels the quality of service for <br />seniors would increase with the annexation. With a population of 50,000, the city would <br />be automatically entitled to certain federal grants. Also, we would have more leverage in <br />applying for community block grants. Finance Director Burns had previously submitted a <br />written report to Council concerning the finances of the Township. Law Director Gareau <br />reported that the State Legislature is considering legislation that would make the <br />annexation process more difficult in the future. The annexation issue will be placed on the <br />Olmsted Township ballot, and the residents will make the final decision. <br />2) The Legislative Committee met again this evening, Tuesday, January 17, to make a <br />recommendation on Ordinance 94-184. Olmsted Township resident Otto Rousek <br />presented the committee with a petition containing 41 signatures of Township residents <br />who are against the annexation. North Olmsted resident Don DeChant had several <br />questions and will be making a presentation during audience participation. North Olmsted <br />resident Dennis Lambert recommended approval of the legislation. The committee voted <br />unanimously to recommend passage of Ordinance 94-184. <br />3) The Streets & Drainage Committee met on Saturday, January 14. Along with Service <br />Director Bohlmann, the committee made an inspection tour of all city streets and ditches. <br />The committee will soon make a determination as to what streets, ditches and sewers will <br />be repaired this year. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The Finance Committee met on <br />January 11 and in attendance were committee members Musial, McKay, Lind; Council <br />"~` Member Limpert; Finance Director Burns; P & A Director Wilamosky.
