Council Minutes of 12/3/96 <br />Mike Petz, Matt Popa, Greg Prusha, Tom Stuckhart, Justin Treisch, Kevin Wisniewski, <br />Mike Nelson, Seth Rusnak. The team was recognized by all present. Coach Marsh <br />expressed his thanks and said that he was very proud of these dedicated young men. <br />Mayor Boyle announced that the signs at the entrances to the city would be changed to <br />include a recognition of the State Championship. <br />3) Added to this evening's agenda is the ordinance that will place the Recreation levy on <br />the ballot again in February. It is believed that the ballot language confused voters so that <br />they mistakenly thought the levy was an additional tax. The language has been changed so <br />that it is more clear that the tax is a continuation. Page three of the legislation states that <br />Council is limited in what it can levy: .7 mills for recreation. There will be absolutely no <br />change from what is currently being taxed. Another clause that may have caused some <br />confusion states "without a further vote of the people." This does not mean that Council <br />has a right to levy taxes without the say of the public. The public will have that say on <br />election day. It would be a waste of time and money to have a vote every year on the <br />same issue. <br />4) The issue of constructing a new library for North Olmsted will probably be placed on <br />the ballot for the May election. The proposed library would be built on Recreation Center <br />property which is owned by the city. Although there is other vacant land in the city, the <br />property would have to be purchased, which would add to the cost of the project. Also it <br />should be noted that this property is very accessible to all residents. <br />5) Good news--recently the Mayor installed the new officers of Community Council, an <br />association of all the organizations of the city. The Community Council helps define <br />North Olmsted as a community as opposed to a geographic border. As is done each year, <br />the Community Council made donations to the Recreation Department and the Human <br />Resources Department. Also, money was put aside to help install additional electricity in <br />North Olmsted Park in the area of Homecoming. The bad news is that a president was not <br />installed because no one was able to take on the responsibility and time commitment. <br />Unfortunately, like other organizations, the Community Council is losing membership. <br />The Mayor has offered the Community Council space on the city's Internet homepage to <br />list information about city organizations. Hopefully, this will help strengthen the <br />Community Council and other organizations by attracting potential members. <br />6) Everyone is invited to the annual tree lighting at City Hall on Thursday, December 5. <br />Santa will be here as well as the Pine School choir. <br />7) Santa will return to City Hall on Sunday, December 15, for children to have their <br />pictures taken with him. This project was put together by three city employees and other <br />city employees have donated money to buy the film. Donations for the city food cupboard <br />will be accepted. <br />8) The last Town Hall meeting of the year will be held from 7:30 to 9 p.m. on Wednesday, <br />December 11, at Maple Elementary School. <br />Law Director Gareau: 1) Next Tuesday he will travel to Columbus along with Police <br />Chief Viola, P & A Director Wilamosky and several police employees to testify before a <br />SERB hearing officer regarding the issue of the number of confidential employees within <br />the Police Department. <br /> <br />2 <br />
