Council Minutes of 12/3/96 <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) A <br />.~-a <br />request to revise the preliminary land use plan for Great Northern Corporate Center as <br />been received. This revision will allow an expansion to the Radisson Inn. Pursuant to <br />Section 1149.07 (a) of the Zoning Code, the proposal should be referred to the Planning <br />Commission for consideration. The Planning Commission will have 60 days to submit <br />their recommendations to the BZD Committee. Mr. Musial moved that Council refer the <br />preliminary land use plan revision for Great Northern Corporate Center to the Planning <br />Commission. The motion was seconded by Mr. McKay and unanimously approved. <br />Mr. McKay, Chairperson of the Environmental Control Committee: The committee met <br />on Tuesday, December 3. In attendance were Council Members Lind, Limpert, Musial, <br />Nashar, O'Grady, Saringer and McKay; Service Director Bohlmann; Police Chief Viola. <br />The committee discussed Ordinances 96-178, 96-179 and 96-180 which accept sanitary <br />sewer easements on property owned by Samuel and Joan Cappicconi, Michael and Janice <br />Reed and Michael and Gloria Chakirelis. The easements are necessary to upgrade the <br />city's sanitary sewer system, and the committee recommended approval. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />Safety Committee met on Tuesday, December 3. In attendance were Council Members <br />Limpert, O'Grady, Musial, Saringer, Lind, McKay and Nashar; Police Chief Viola; Service <br />Director Bohlmann. Agenda items were as follows: <br />,~ a. A DSA, D6 liquor permit transfer from Great Northern Honors Co., DBA Radisson <br />~w Inn, 25070 Country Club Boulevard to Davidson Hotel Co., DBA Radisson Inn, 25070 <br />Country Club Boulevard. The committee had no objections. Mr. Nashar moved that <br />Council have no objections to the liquor permit transfer for the Radisson Inn. The motion <br />was seconded by Mr. Limpert and unanimously approved. <br />b. The 25 mph speed limit on Canterbury Road was discussed. The issue was brought to <br />the committee by Mr. O'Grady who had received inquiries from residents wondering if <br />this was the correct speed limit for that road. Chief Viola explained that the Police <br />Department does not recommend a change in the speed limit for several reasons: one, <br />there is a bad "s" curve on the road; two, there is a designated school crossing zone; three, <br />the ditches along Canterbury are very deep, which could cause more accidents and injuries <br />with an increased speed limit. Mr. O'Grady commented that he had brought the matter <br />before the committee not because he wanted a change in the speed limit but because <br />residents had asked whether the speed limit was legal. According to Chief Viola, the city <br />does have the right to set the speed limit on this road because it is less than one mile in <br />length. Mr. Musial noted that, if the speed limit were increased to 3 5 mph, the amount of <br />time saved in traversing the road would only be 36 seconds. He did not feel the safety of <br />residents, especially children, should be jeopardized for 36 seconds. Based on the safety <br />concerns, the members of the committee decided that the 25 mph should be maintained. <br />Mr. Nashar reported on the issue of barriers along I-480 to prevent vehicles, especially <br />those carrying hazardous materials, from rolling down the embankment into yards and <br />school playgrounds.
