Council Minutes of 11/6/96 <br />a. Studio Plus proposal to construct a hotel on the south side of Country Club Boulevard, <br />east of Victoria Plaza Apartment. This is an extended-stay hotel of 92 units which will <br />have miniature kitchens. The suites must be rented out for more than one night but not <br />more than 30 days. There will be parking facilities, a pool with a deck and a patio area in <br />the back. The proposal was considered by the Planning Commission, the Board of Zoning <br />Appeals and the Architectural Review Board with various approvals. The first concern of <br />the BZD Committee had to do with providing for sufficient drainage in the area of the <br />mound which is at the rear of the west side of the building. The committee's second <br />concern was the fence surrounding the pool. After discussion, it was decided to replace <br />the proposed board-on-board fence with a wrought iron fence mounted on brick pillars. <br />Another topic discussed was requiring the hotel to have an employee on duty 24 hours a <br />day. The original plan called for guests to enter the hotel by using a credit card during late <br />evening hours. The BZD Committee approved the proposal of Studio Plus subject to the <br />various recommendations of the boards and commissions and approval by the Engineering <br />Department. Mr. Musial moved that Council approve the Studio Plus proposal subject to <br />the recommendations of the ARB and Planning Commission, approval of the Engineering <br />Department, that any additional sign variances be subject to approval by the BZA, a <br />contour mound be a minimum of 5 feet high with a drain to the rear of the west side of the <br />mounding, the pool fence be a wrought iron fence mounted on brick pillars, and that an <br />employee of Studio Plus be on duty 24 hours a day. The motion was seconded by Mr. <br />Nashar. Mr. McKay asked whether a 5 foot fence had been included on top of the <br />contour mound. Mr. Musial agreed to amend the motion to include the 5 foot fence. The <br />motion was unanimously approved. Note: At a later point in the meeting, Gary <br />Johnson, attorney for Studio Plus, said that a fence on top of the mound had not <br />been part of the agreement. Rather, the ARB had requested 9 foot trees be placed <br />on top of the mound. With the consent of Council, Mr. McKay and Mr. Musial <br />agreed to amend the motion to include 9 foot trees on top of the mound instead of <br />the 5 foot fence. <br />b) A proposal by Mongello & Associates, Inc. to remodel the old fire station number one <br />building for office/retail use. During extensive discussion, it seemed that there appeared <br />to be a conflict between recommendations by the Planning Commission and Architectural <br />Review Board. Since a reasonable solution could not be reached, the discussion was <br />postponed until Monday, November 4. In attendance at this meeting were Council <br />Members Nashar and Musial; Mr. Mongello and his associate Ms. Kopko; Assistant <br />Building Commissioner Rymarczyk; Mr. Yager representing the ARB. The area of <br />concern involved the placement of driveways on the property. The ARB did not want to <br />include a main driveway to the east of the complex, a curved driveway in front and <br />continuing the existing driveway to the west. The board felt that amedically-functioning <br />tenant would have need for a curved driveway so that patients could be dropped off. On <br />the other hand, a tenant such as a bank would need the west driveway to allow for <br />utilization of an ATM. With the cooperation of Mr. Mongello and Mr. Yager, the <br />problem was resolved. Mr. Musial moved that Council approve the proposal subject to <br />approval of the Engineering Department, with the inclusion of a curved front drive as <br />approved by the Engineering Department if there is a medical-type tenant using the front <br />of the building, subject to review and approval by the ARB on the external cosmetics of <br />5 <br /> <br />
