Council Minutes of 11/6/96 <br />Center, DBA Northern Beverage. The motion was seconded by Mr. Limpert and <br />unanimously approved. <br />Mr. Limpert, Chairperson of the Transportation Committee: 1) Mr. Limpert thanked <br />Council for supporting his desire to upgrade the emergency rescue vehicles. City <br />ambulances run an average of nine times a day, and the old vehicles were in very bad <br />shape. It was announced in caucus that the first of the new vehicles to arrive will be on <br />display in the service garage after the meeting. He encouraged everyone to go down and <br />see it. It is a great addition to the security of our residents. <br />2) He would like to recommend that Council consider holding acommittee-of--the-whole <br />meeting before the end of the year to review the status of 1996 projects so that planning <br />for 1997 can begin. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on October 22. In attendance were <br />Council Members O'Grady, Lind and Musial and Service Director Bohlmann. The <br />committee discussed Resolution 96-171, which deals with specifically naming projects for <br />capital infrastructure improvements under Issue 2. These projects are: the Brookpark <br />rehabilitation; the Brookpark to Mastick relief storm sewer; Allendale/Carey area storm <br />sewer improvements; Root Ditch culverts. The committee recommended approval. <br />AUDIENCE PARTICIPATION <br />Gary Johnson, representing Studio Plus, said that the Architectural Review Board had <br />recommended 9 foot trees on top of the mound rather than the 5 foot fence as suggested <br />by Mr. McKay. With no negative comments from Council, Mr. McKay and Mr. Musial <br />agreed to amend the motion to include 9 foot trees instead of the 5 foot fence. <br />Kathy Troyer, 28800 Berkshire Drive, said she was confused about something, a little bit <br />fiustrated and needed some clarification. Mrs. Troyer referenced several newspaper <br />articles. The Sun Herald, October 24, 1996, which quoted part of the Mayor's State of <br />the City address: "Never mind that this city has virtually triumphed over flooding..." <br />Also, "Thanks to their sacrifice, city administrators were able to finance the flood <br />prevention program. The success of that program is shown in the fact that during last <br />month's record rainfall, five families flooded in the city compared to the five thousand in <br />the 1989 rainfall." The Plain Dealer, January 21, 1996: "Boyle said that under his <br />leadership the city sewers were repaired to eliminate the residential basement flooding." <br />The Westlife, January 24, 1996: "Flood control has been accomplished during his tenure <br />as Mayor, says Boyle. We're light years ahead of everyone." The two January articles <br />were only six months after homes in her neighborhood had flooded for the second time in <br />eleven months. The Sun Herald, September 12, 1996: "Despite what was being <br />broadcast on television, North Olmsted did not have a record rainfall, Bohlmann said. We <br />registered five inches here, he said." The Westlife, January 31, 1996, from the 1995 North <br />Olmsted flood report: "The city's continued flooding is caused by too heavy rains, too <br />.~""* small or clogged ditches and pipes and no place to put the water.
