Council Minutes of 9/17/96 <br />included a cost of living index pay rate increase for years after 1997. Again, as Mr. <br />~y McKay mentioned, the city will have to address that to make sure all of these items are <br />consistent. <br />2) Ordinance 96-161 did not include hospitalization benefits for Council Members-at- <br />Large. However, the present ordinance for Ward Council Members includes <br />hospitalization benefits. As a member of the Finance Committee, Mr. Musial voted <br />against this provision. He requested that the Clerk of Council conduct a survey of <br />surrounding communities as to whether Council Members receive hospitalization benefits. <br />The results are as follows: Lakewood, yes; Rocky River, no; Berea, no; Brook Park, no; <br />Strongsville, no; Westlake, no; North Royalton, no; Olmsted Falls, no; Avon Lake, no; <br />Beford, yes; Parma, yes. In addition, three communities, Fairview Park, Brecksville and <br />Maple Heights provide Council the opportunity to purchase hospitalization insurance at <br />the group rates. Mr. Musial strongly urged Council to reconsider the issue of <br />hospitalization benefits for the President of Council and Ward Council Members. <br />Mrs. Saringer, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The Recreation Commission met on September 11 and discussed the following items: <br />a. In an effort to continue improvements at the ice rink the North Olmsted Hockey Club <br />contributed $9,000 towards the renovation of the studio rink. <br />b. The painting of the ice rink bleachers was coordinated by Boy Scout Taylor Good as <br />an Eagle Scout service project. The cost to have a contractor perform the work would <br />have been more than $4,000. <br />c. The indoor pool was closed on August 18 to perform miscellaneous, on-going <br />preventative maintenance which is necessary to insure longevity of the facility investments. <br />d. At Springvale, in an effort to improve play, mounds were strategically placed on holes <br />4, 7 and 9. The majority of the work was performed in-house and almost all materials <br />were either free or available through operating funds. The driving range is being <br />renovated and is being developed as a teaching center complex with target greens placed <br />at strategic distances, a large practice putting green and a grass teeing surface. <br />e. New lighting was installed along with a new canopy at the front entrance to the <br />Recreation Center to provide for a safer building entrance. <br />f. The D.A.R.E. golf outing on August 27 realized approximately $1,400. Preparations <br />are underway to improve the publicity of this event for next year. <br />g. Everything is going well at Springvale. Although there was an 18% decrease in dance <br />and ballroom activities compared to last year, a 210% increase in banquet facilities <br />revenue was realized. <br />h. The Halloween Open House will be held at the Rec Center from 5 to 8 p.m. on <br />Sunday, October 27. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on Tuesday, September 17, and in attendance were Council Members <br />Limpert, McKay, Musial, Nashar; Service Director Bohlmann; Police Chief Viola; <br />Community Policing officers Burt and King.
