Council Minutes of 6/18/96 <br />5) This past week, there have been two applications for solicitors/peddlers licenses. It was <br />.~,k determined that one applicant was not a chanty because they employed young people to <br />go into neighborhoods and sell products. The other applicant, the Ohio Citizens Action <br />Committee, is a political organization that promotes issues such as the environment. <br />However, since they do ask for contributions, they also needed a license. <br />Mr. Nashar asked Mr. Gareau if the article on video cameras in England concerned the <br />kidnapping of a child that had been reported last year. Mr. Gareau said that issue was <br />mentioned, but mainly the article was concerned with the use of cameras to successfully <br />control crime. <br />Mr. O'Grady asked Mr. Gareau for clarification on the peddlers/solicitors license and <br />identification methods. Recently, he had a young man come to his door asking for a <br />donation and was unsure whether the person was doing so legally. Mr. Gareau said the <br />key was whether someone is selling something. A charity does not sell but will have a city <br />identification card. <br />Finance Director Burns: 1) Last week the city sold its $42,435,000 note issue at an <br />interest rate of 4.6%. Council will receive copies of the Annual Information Statement <br />(AIS), and the Clerk of Council has on file a copy of the official statement which includes <br />the AIS. <br />2) Last week Orange County, California came out of bankruptcy, an event which should <br />benefit municipal securities transactions. <br />3) As reported at the last Council meeting, the May income tax collections were running <br />$35,000 ahead of projections. Also during that period of time, the sewer fee collections <br />were running $56,000 ahead of projections. <br />4) This year, for several reasons, there have been a series of attacks on municipal income <br />tax coming through the Ohio General Assembly. The most recent is HB 554, which has <br />not yet gone to committee. This bill would preclude a municipality from taxing anything <br />which is exempt from taxation under the federal tax code. The problem with this is that <br />pre-tax pension amounts and 401-K plan contributions made by employees are currently <br />taxed by cities when the money is earned by the employee. House Bill 554 would make <br />these amounts untaxable until the employee receives funds as retirement income. <br />However, at that point, the former employee may no longer live in the community or even <br />in the State of Ohio so the cities could not collect any income tax. <br />At this point in the meeting, President Boehmer asked for approval of the Council minutes <br />of the June 4, 1996 meeting. Mr. O'Grady moved to approve the minutes as written; the <br />motion was seconded by Mr. Nashar and unanimously passed. <br />Mr. Musial, Chairperson of the Building, Zoning and Development Committee: 1) A <br />preliminary land use plan for a proposed hotel next to the soon-to-be-built Marriott <br />Courtyard on Country Club Boulevard has been received from the Great Northern <br />Properties Company.
