Council Minutes of 5/7/96
n . point, they have the majority of what they asked for. Mr. Limpert asked when Mr. Bums
predicted the audited would be concluded. Mr. Burns stated that he feh the auditors
would be "able to wrap it up next week." He cannot say when the audit report will
actually be released. Mr. Limpert inquired about the change of date to go to bonds. Mr.
Burns replied there were a number of reasons for changing the date to go to bonds on this
issue. Part of it was the audit, part of it was being able to put together a proper
presentation when we go to New York to look at bond ratings and to talk to insurance
companies. Also, at this point there is an outside chance that we may have the 1995 audit
completed by the time the bond process would take place. There might be an additional
cost, but the interest rate will be lower. Mayor Boyle commented. that the trip to New
York has been changed to September to improve the chance of getting the 1995 audit
completed. The Mayor asked Mr. Burns to be more specific as to what information is in
the hands of the auditors. Mr. Burns said that they have the financial statements; they do
not yet have the footnotes. Mayor Boyle commented that he has talked to the auditors
about the possibility of holding a post-audit conference before the audit opinion is issued.
The auditors are waiting for direction from the Cohunbus office on this issue. Mr. Burns
said that the opinion on the notes is just the auditors' opinion on the financial statements.
The Auditor of State will issue the audit report. Usually, the exit conference is done when
that report is issued.
Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long-
Range Planning Committee: 1) The committee will met at 7 p.m. on Monday, May 20, to
discuss strategic planning. Mr. Musial has arranged for Dr. Philip Walker of NASA to
speak about strategic/long-range planning. All members of Council and the administration
are invited to attend.
AUDIENCE PARTICIPATION
Jason Mahon, 4400 Lansing Drive, spoke about his disapproval of the plans to install a
traffic light at the corner of Porter, Mill and North Park.
