Council Minutes of 4/16/96 <br />2) There was a problem with delivery of the notices for the last Town Hall meeting which <br />~~ was held in Ward 4. City Hall was not notified that the Post Office changed carrier routes, <br />so some notices were never delivered and some were delivered late. The next Town Hall <br />meeting will be held on Wednesday, June 19, at Spruce Elementary School. Because of <br />this problem with the previous notice delivery, notices will be sent to both Ward 3 and <br />Ward 4. <br />3) Met with Building Commissioner Conway and Councilman McKay to discuss problems <br />arising because of the city's newer zoning laws. Two problems identified were (1) the <br />signage law which applies well in most areas of the city but does cause some problems on <br />Great Northern Boulevard; (2) two-family homes are not allowed in areas of single family <br />or high profile multi-family. Discussion on these issues will continue. <br />4) Due to the concerns of businesses along Great Northern Boulevard, ODOT will allow <br />left hand turns during construction. Also, the construction on various city corners is the <br />traffic signalization project which has finally begun. <br />5) The citizens committee for county government reform has presented their plan to the <br />County Planning Commission. Although their deadline wasn't until August, the <br />committee decided to release their findings now to allow time for public debate. The first <br />public presentation will be held from 8 p.m. until 11 p.m, on Monday, Apri122, at Shaker <br />Heights Community Center, 3450 Lee Road. Some elements of the plan are as follows: <br />(1) Consolidation of the positions of county auditor, recorder and treasurer into one <br />finance position. (2) Consolidation of the prosecutor and sheriff positions into one. (3) <br />The consolidated positions would be appointed by a county administrator. At present, the <br />issue of whether the administrator would be appointed or elected is being debated. (4) An <br />eleven-member county council will be established. The county will be divided into seven <br />districts with four at-large positions. The need for at-large positions is currently being <br />debated. <br />Law Iirector Gareau: 1) The liquor permit for Bugsy's has been withdrawn. Anew <br />application will be submitted by Doc and Louie's. This is a family-type restaurant which is <br />currently located in Cleveland near Jacob's Field. <br />2) Last evening at a special Council meeting, the firefighters' fact-finding report was <br />rejected. We will now move to the next phase of the negotiating process. <br />3) Today an arbitration hearing was held regarding a grievance filed by a NOMBL <br />employee who had made a claim for legal fees associated with the defense of a criminal <br />action. The city had charged the employee with criminal action and the employee has <br />requested, under the collective bargaining agreement, that the city pay $25,000 for his <br />defense of that criminal action. This issue is before arbitrator Jack Day, who is a former <br />appellate judge in Cuyahoga County. The hearing will be concluded on May 9. <br />4) The issue of TV camera surveillance is still being investigated. Along with Safety <br />Director Kasler and Police Officer Wolf, he will travel to Baltimore, Maryland to view the <br />video surveillance system there. <br />Mayor Boyle reported for Finance Director Burns: 1) Council is asked to submit their <br />opinions regarding the Supreme Court's ruling on taxes as requested in a memo by the <br />.:NK. <br />Finance Director. <br />2 <br />
