Council Minutes of 4/16/96 <br />Resolution No. 96-SS was introduced and placed on first reading by Mr. Musial. A <br />~_ resolution accepting for recording purposes only, the Christ the King consolidation and lot <br />split plat in the City of North Olmsted and declaring an emergency. Mr. Musial moved for <br />suspension of the rules requiring three readings and committee review; second by Mr. <br />McKay; motion passed unanimously. Mr. Musial moved for adoption; second by Mr. <br />McKay; motion passed unanimously. Resolution No. 96-55 adopted. <br />Resolution No. 96-58 was introduced and placed on first reading by Mr. Nashar. A <br />resolution authorizing the Director of Public Service to advertise for bids for the <br />improvements to the Broxbourne Lift Station and Force Main as detailed in the <br />specifications on file and authorizing the Mayor to contract for the same, and declaring an <br />emergency. <br />Resolution No. 96-59 was introduced and placed on first readmg by Mayor Boyle. A <br />resolution authorizing the Director of Personnel and Administrative Services to seek <br />sealed bid proposals for hospitalization, medical-surgical insurance, including stop-loss <br />insurance coverage, third parry administrative services and benefits for employees of the <br />City of North Olmsted, and declaring an emergency. Mr. O'Grady moved for suspension <br />of the rules requiring three readmgs and committee review; second by Mr. McKay; motion <br />passed unanimously. Mr. O'Grady moved for adoption; second by Mr. McKay; motion <br />passed unanimously. Resolution No. 96-59 adopted. <br />Resolution No. 96-60 was introduced and placed on first reading by Mayor Boyle on <br />behalf of himself and the entire Council. A resolution supporting Arbor Day and Earth <br />Day, and declaring an emergency. Mr. O'Grady moved for suspension of the rules <br />requiring three readings and committee review; second by Mr. Nashar; motion passed <br />unanimously. Mr. O'Grady moved for adoption; second by Mr. Nashar; motion passed <br />unanimously. Resolution No. 96-60 adopted. <br />Ordinance No. 96-61 was introduced and placed on first reading by Mayor Boyle. An <br />ordinance extending the existing Cablevision of the Midwest, Inc. franchise agreement <br />with the City of North Olmsted for a period from April 15, 1996 until May 15, 1996, and <br />declaring an emergency. Mr. McKay moved for suspension of the rules requiring three <br />readings and committee review; second by Mr. Limpert. The motion passed unanimously. <br />Mr. Nashar commented that he felt this should be the last extension. Law Director <br />Gareau stated he did not believe the negotiations could be completed in thirty days. <br />Without an extension, residents would not have cable service. Mayor Boyle said, based <br />on Cablevision's past performance, he also did not believe they would be able to negotiate <br />the contract in thirty days.
