Council Minutes of 2/6/96 <br />,~ Finance Director Burns: 1) A bulletin from the State Auditor's office announced that <br />effective November 1, 1995 changes to the Ohio Revised Code will allow municipalities to <br />create a rainy day line item for the following purposes: 1. Funding of poce and fire <br />equipment; 2. Constructing, acquiring equipment, equipping or repairing a detention <br />facility; 3. Road maintenance equipment expenditures. <br />2) Information from the annual report of the Rocky River Municipal Court: Revenues-- <br />$939,203; Expenditures--$844,183. Because of the net gain, the city will not have to pay <br />an assessment. North Olmsted accounted for 4,891 (34%) of the 14,207 criminal cases <br />processed by the court last year. <br />3) The Regional Income Tax Agency will again hold a subpoena program here from <br />February 26 through March 4. Letters are sent to individuals who have not filed in <br />previous periods and have large delinquencies outstanding. In the past, we have collected <br />between twenty and thirty thousand dollars. <br />Mr. Musial, Chairperson of the BZD Committee: 1) The committee met on January 30. In <br />attendance were committee members McKay, Nashar and Musial and Council Members <br />O'Grady and Limpert. The following items were discussed: <br />a. The North Olmsted master plan. A seminar to discuss the master plan with the <br />Planning Commission and Board of Zoning Appeals will be held in May. Items to be <br />discussed at the seminar include recent cases involving land use, spot zoning, rezoning and <br />the master plan as reviewed by the current Planning Commission. Planning Commission <br />Chairperson Ronald Tallon has been contacted as well as Law Director Gareau. Mr. <br />Gareau will help coordinate the plans for the seminar and participate as a speaker. <br />b) A recommendation to consider the addition of a 40 x 60 foot storage facility to the <br />Fortney & Weygandt proposal under the minor change format. The committee objected <br />to the minor change format and recommended that the proposal be sent to the Planning <br />Commission for the normal review process. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met <br />jointly with the Finance Committee January 22. In attendance were committee members <br />Lind, Nashar, Musial and McKay; Council Members Limpert, O'Grady and Saringer; <br />Service Director Bohhnann; Finance Director Burns; Safety Director Kasler; City <br />Engineer Deichmann. Also in attendance were thirteen residents from Quail Run and <br />Hampton Drive. The following items were discussed: <br />a. Ordinance 96-12, which would authorize the Mayor to enter into agreement with <br />Howard, Needles, Tammen and Bergendoffto provide engineering services to remove the <br />bike path from the plans for the proposed Crocker-Stearns Road in North Olmsted. Mr. <br />Bohlmami explained that in 1992 the city had requested a proposal from Howard, <br />Needles, Tammen and Bergendoff to remove the bike path from the plan. At that time, <br />the County Engineer's office advised City Engineer Deichmann not to pay for the services <br />because they were making some changes and it was felt those changes would have an <br />impact on the cost of the services. The city now has received a request for payment for <br />„> the removal even though the city never authorized payment. Councilmen O'Grady and <br />2 <br /> <br />
