<br />,;~b Law Director Gareau arrived and gave his report at this point: 1) The unfair labor
<br />practice which was filed by a NOMBL employee against the city and the union has been
<br />decided in favor of the city and the union. The case has been dismissed.
<br />2) The Law Department has collected the $1,120 phzs interest and costs in the case of the
<br />person who reneged on paying the rental on the Recreation Center pool. The money has
<br />been turned over to the Recreation Department.
<br />3) The scheduled hearing on the Fox case was canceled due to inclement weather and will
<br />be rescheduled.
<br />4) The sale of the Beaumont Drive property was completed. Mr. Gareau presented the
<br />Mayor and Finance Director with a check in the amount of $69,117.53.
<br />Mr. McKay, Chairperson of the Intra-Governmental Relations and Legislation; Long-
<br />Range Planning Committee, announced that he wished to proceed with the vote on the
<br />recommendations of the Charter Review Commission. Mr. McKay moved that the Law
<br />Director prepare legislation for submission to the Board of Elections on the Charter
<br />amendment proposals that receive atwo-thirds majority affirmative vote of Council (five
<br />votes). The motion was seconded by Mr. Limpert and unanimously passed. The
<br />following Charter amendment proposals were considered:
<br />1) Article 4, Section 6, would prohibit Council from granting compensation to the boards
<br />and commissions. Mr. McKay moved to approve; second by Mr. Lind. Roll call:
<br />McKay, no; Lind, no; Limpert, no; Musial, no; Nashar, no; O'Grady, yes; Saringer, yes.
<br />Motion failed with five negative votes and two affirmative votes.
<br />2) Article 7, Section 1. The change would require that members of the Board of Building
<br />Code Appeals be electors and residents of the city. Mr. McKay moved to approve;
<br />second by Mr. Lind. Roll call: McKay, no; Lind, no; Saringer, yes; O'Grady, yes; Nashar,
<br />no; Musial, no; Limpert, no. Motion failed with five negative votes and two affirmative
<br />votes.
<br />3) Article 7, Section 4. The change would require members of the Board of Zoning
<br />Appeals to serve without compensation. Mr. McKay moved to approve; second by Mr.
<br />Lind. Roll call: McKay, no; Lmd, no; Limpert, no; Saringer, no; O'Grady, yes; Nashar,
<br />no; Musial, no. Motion failed with six negative votes and one affirmative vote.
<br />4) Article 7, Section 6. The change would require members of the Landmarks
<br />Commission to serve without compensation. Mr. McKay moved to approve; second by
<br />Mr. Lind. Roll call: McKay, no; Lind, no; Musial, no; O'Grady, yes; Limpert, no;
<br />Saringer, yes; Nashar, no. Motion failed with five negative votes and two affirmative
<br />votes.
<br />5) Article 5, Section 6, a proposal that the administrator of the Department of Aging be
<br />responsible to the Human Resources Director. Mr. McKay moved to approve; second by
<br />Mr. Limpert. Roll call: McKay, yes; Limpert, yes; Lind, yes; Saringer, no; Nashar, yes;
<br />Musial, yes; O'Grady, yes. Motion passed with six affirmative votes and one negative
<br />vote. The Law Director will prepare legislation for this amendment to be submitted to the
<br />Board of Elections.
