Council Minutes of 11/18/97 <br />it with after-tax dollars. We have asked for suspension on this so that the current <br />. ' employees can have time to file their applications by the end of the year. <br />r d. Resolution 97-106 is a resolution that authorizes the property tax rates. These are the <br />result of the tax budget that was passed in July and the budget hearings that we held <br />earlier this month. The effect of the property tax rate based on this ordinance is a <br />reduction of . l mill from 12.8 mills to 12.7 mills. <br />e. We have asked for suspension on Ordinance 97-101, which is the $100,040 rollover <br />provision for the emergency squad note. The reason we have asked for suspension is <br />because bond counsel and the underwriters have asked for some additional time to prepare <br />documents before the notes are sold. They felt that passing it the first meeting in <br />December would not allow for sufficient preparation time. The closing for the notes is <br />scheduled for December 17. <br />2) Ordinance 96-110 will be reviewed to determine whether it is needed or should be put <br />on the agenda for tabling. This ordinance deals with accepting an agreement with <br />Fairview Park so that they pay their share of half the project for the Georgette sewer line. <br />The final cost figures are now available to us because we are down to just a punchlist to <br />complete the project. The Fairview Park Finance Director has been informed that by the <br />end of this month we will have the numbers over to him. At that time, we can put <br />together the contract. <br />3) This week the Finance Department received an August 31 financial statement of the <br />Franklin, Ohio Tax Exempt Fund. Franklin bought one-third of the issue that we did back <br />in 1992. It has a face value of $3,800,000. The market value stated in their report for <br />that particular group of bonds if $4,070,750. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met on <br />Tuesday, November 11. Present were committee members Lind, Nashar and McKay; <br />Councilmen Limpert, Musial and O'Grady; Service Director Bohhnann; Engineer <br />Deichmann; Finance Director-elect Copfer and Councilman-elect Gareau. The committee <br />discussed Ordinance No. 97-103 which deals with building sewers and their connections. <br />The changes include a 2 foot clay or concrete wall in the utility trench between the house <br />and the main line along the street to prevent water from the public sewer from going back <br />up the trench into the building itself. The second change is the basement floor of a <br />building shall not be less than 1 foot above the top of the storm sewer unless a sump pump <br />is installed. In that case, there shall be a surface relief valve which should be approved by <br />the City Engineer who will review the storm sewer connection to the public storm sewer. <br />Mr. Lind, Chairperson of the Finance Committee: The committee met on Tuesday, <br />November 11. Present were committee members Musial, McKay and Lind; Council <br />Members Limpert, O'Grady and Nashar; Service Director Bohhnann; City Engineer <br />Deichmann; Finance Director Burns; Finance Director-elect Copfer.
