MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 16, 1997 <br />Present: Council President Boehmer, Council Members Limpert, Lind, McKay, <br />Musial, Nashar, O'Grady, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Council President Boehmer called the meeting to order at 8 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />Mr. Musial noted a correction to the minutes of the Council meeting of September 2, <br />1997: On page 5, the discussion of the speed limit on W. 231 Street should read 25 miles <br />per hour. Mr. O'Grady moved to approve the minutes of the Council meeting of <br />September 2, 1997 as corrected; second by Mr. McKay; motion passed unanimously. <br />President Boehmer announced that Ordinance 97-80 would be passed under suspension of <br />the rules. <br />REPORTS <br />Mayor Boyle: 1) On August 1, 1991, the habitual DUI offenders program was begun by <br />concerned citizens an~ the State of Ohio to bring awareness to the problem of habitual <br />offenders, those people who have five or more DUI convictions. Through July 1, 1997, <br />2,130 habitual offenders have been arrested and 2,637 vehicles have been forfeited. A <br />recent newsletter story featured North Olmsted Police Officer Carol Wilson who <br />apprehended a person who had six previous arrests. <br />2) The Board of Control has awarded the city's general liability insurance coverage to <br />Gallagher Insurance for $127,072. This is a savings of approximately $25,000 from last <br />year and $120,000 from a decade ago and is significant because the city has more and <br />newer equipment and buildings. This has come about as the result of a great deal of <br />logical and creative work by everyone, especially P & A Director Wilamosky who has had <br />city property reviewed and values kept up to date. <br />3) This afternoon he and Councilman McKay represented the city at a Board of Elections <br />hearing concerning the date of the vote on the initiated ordinance which proposes the <br />rezoning of Parcel E. He and Mr. McKay testified as to the facts and the timetable of <br />events. Although Mr. Biskind did not attend, he was represented by his attorney Mr. <br />~ Coyne.
