Council Minutes of 6/3/97 <br />,,, Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on June 3. Present were Safety Director Kasler, committee members <br />Limpert, O'Grady and Nashar, Council members McKay and Saringer. The committee <br />discussed a liquor permit transfer for 29352 Lorain Road, formerly the Blue Moon Cafe. <br />The new owners are city residents and will operate under the name Dugan's Pub. It will <br />be a six-day operation, and they do plan to have entertainment on the weekends. The <br />committee had no objections. Mr. Nashar moved to approve the liquor permit transfer <br />from Angad Niwas Inc., 29352 Lorain Road, to GME Corp., DBA Dugan's Pub, 29352 <br />Lorain Road; second by Mr. Limpert; motion unanimously approved. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The meeting scheduled for May 28 to discuss Ordinance <br />97-52 was postponed and will be rescheduled. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, objected to the placement of communications towers <br />in the city. He said he believed this technology was an interim technology and eventually <br />cellular phones will go right to satellites, thus making towers obsolete. <br />Ron Lehmann, 23909 Ambour Drive, lives adjacent to Claque Park and does not want the <br />tower placed in the park. Mr. Lehmann said that the park had been in disrepair for many <br />years and the city did not take care of it. When he was raising his family, his children were <br />not able to play in the park. Now that AT&T has come forward and offered the city <br />money to place the tower here, the park has become a "hot issue." Mr. Lehmann said the <br />tower would work in another location; it doesn't have to be in Claque Park. He said that <br />ODOT recently announced that carvers would be allowed to install towers along the <br />interstates. Mr. Lehmann presented Council with a petition from 100% of Ambour Drive <br />residents who are opposed to the tower being placed in Claque Park. In addition, five <br />other petitions are being routed to neighborhoods surrounding the park. Mr. Lehmann <br />asked that the issue be tabled at this time until the telecommunications act can be further <br />researched. <br />Sam Kelly, 281 Colgate Avenue, Elyria. Mr. Kelly asked for an explanation of why he <br />was not awarded the contract for the Great NorthernButternut/Columbia relief sewer <br />project even though he was the low bidder. Mr. Kelly came to City Hall yesterday to <br />speak to Mr. Bohlmann, but he was not available. He then asked to speak to the Mayor <br />or anybody on the Board of Control to be able to tape a copy of the minutes of the Board <br />of Control meeting. After waiting for 2 1/2 hours, he was able to speak to Mr. Bohlmman <br />who told him that his bid was not accepted because of his financial statement. Mr. Kelly <br />said he furnished 100% bid bond as required and all paperwork as required. He had a <br />letter from his bonding company authorizing him to bid jobs up to $2 million, a total work <br />program of $4 million. The bid on this contract was $325,000, which was $9,000 lower <br />than the bid that got the job. Finance Director Burns commented that he was asked to <br />review the balance sheet that was submitted with the bid. He noticed that there were a <br />9 <br /> <br />
