Council Minutes of 5/7/97 <br />if the landscaping plan is not approved, the legislation may be pulled from the next <br />meeting's agenda. <br />c. Ordinance Nos. 96-100, 96-102, which were proposed by Councilman O'Grady. <br />Further discussion on this legislation will be held upon the receipt of requested information <br />from the Planning Commission Chairperson. <br />Mr. McKay moved that Council remove Ordinance No. 97-44 from the agenda. The <br />motion was seconded by Mr. Nashar and unanimously approved. <br />Mr. Limpert: Chairperson of the Transportation Committee: 1) The committee met on <br />Apri128 to discuss Ordinance Nos. 97-28 and 97-29. All voting members of Council were <br />in attendance in addition to Service Director Bohlmann. <br />a. Ordinance 97-28 authorizes a traffic light at the intersection of Mill and Dover Roads. <br />The committee recommended passage of the legislation. <br />b. Ordinance 97-29 authorizes a traffic light at the corner of Mill and Porter Roads. This <br />light has been in question by some residents; however, no residents were in attendance to <br />voice their opinions. The committee recommended passage of the legislation. Mr. McKay <br />noted that the traffic lights did meet warrants. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on April 28. Present were committee members Limpert, O'Grady, Nashar; <br />Council Members Lind, Saringer, Musial; Safety Director Kasler; Finance Director Burns; <br />Service Director Bohlmann. The committee discussed Resolution 97-37, a resolution <br />requesting a review by the State Legislature of Ohio Revised Code 4303.29, as amended, <br />effective November 1, 1994, subject to economic development project and defining <br />specific limitations. The legislation requests a limit of the number of transfers to the city <br />by the State Liquor Board. There were some unanswered questions and the legislation <br />will remain in committee for further discussion. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met this evening at 7 p.m. Present were <br />committee members Musial and O'Grady and Councilmen Nashar and Limpert. Mr. Tim <br />Smith, who is the Mayor's recommendation for a vacancy on the Parks and Recreation <br />Commission, was interviewed. The committee was well impressed with Mr. Smith's <br />background and commends the Mayor on sending forward such a fine individual. Mr. <br />O'Grady moved to approve the nomination of Tim Smith to the Parks and Recreation <br />Commission. The motion was seconded by Mr. Musial and unanimously passed. <br />2) On April 19, Mr. O'Grady attended a meeting of the Ohio Municipal League. A <br />detailed written report has been submitted to Council. Three subject areas discussed at <br />the meeting were open meetings and records, tax abatements and school districts, and <br />telecommunication towers. Some key points discussed were: Not all meetings are open to <br />the public. An exception would be when an executive session is called to discuss <br />personnel matters or purchase or sale of property. Not all records are open to the public. <br />Federal records fall into the Freedom of Information Act. State and local records do fall <br />5 <br />....,r, ..., .. ~, . w~ <br />~~ <br />
