MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />' APRIL 1, 1997 <br />Present: Council President Boehmer, Council Members Limpert, McKay, Musial, <br />Nashar, O'Grady, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Absent: Council Member Lind <br />Council President Boehmer called the meeting to order at 8 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />Mr. Nashar moved to approve the minutes of the meeting of March 18, 1997; second by <br />Mr. McKay; motion passed unanimously. <br />Mr. McKay moved to amend the agenda to add Ordinance 97-31; second by Mr. Nashar; <br />motion passed unanimously. <br />REPORTS <br />Mayor Boyle: 1) Diane Koster-Marquard has resigned from the Recreation Commission. <br />The Mayor is submitting the name of Tim Smith for the vacancy. Mr. Smith is a North <br />Olmsted resident who has been an active volunteer with the city and the school system for <br />a number of years. <br />2) Last week the State Supreme Court ruled that Ohio's method of school funding is <br />unconstitutional and gave the Ohio General Assembly one year to come up with a new <br />method. After listening to the Attorney General and the State Treasurer speak on the <br />issue, the Mayor supports the decision, especially as it relates to H. B. 920. It is about <br />time that Columbus realizes that Ohio is not an agrarian state and increases in property <br />values do not put money in citizens' pockets. The current school funding system <br />discriminates against Ohioans of low income, fixed income and retirement age. The <br />system is selling out the future of our young people. School districts are forced to go <br />back to the ballot time after time for the exact same money. He would like to see the city, <br />at some point, take a stand and support a new system of funding for schools. The Mayor <br />opposes a Constitutional amendment to make the current system legal and also opposes <br />the extension of time to come up with a new system. Our city and other municipalities are <br />hurt by the school funding system because companies wishing to move into Ohio look at <br />
