MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED WEDNESDAY, FEBRUARY 26, 1997 Present: Council President Boehmer, Council Members Limpert, Lind, McKay, Musial, Nashar, O'Grady Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of Council Seman Absent: Council Member Saringer Council President Boehmer called the special meeting to order at 8:05 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. REPORTS Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- Range Planning Committee: 1) The committee met at 6:30 p.m. this evening to interview the Mayor's nominees for appointment to the Board of Zoning Appeals and the Human Resources Advisory Board. Present at the meeting were Council Members O'Grady, Lind, Limpert, Nashar, Musial and Service Director Bohlmann. The nominees were: Paul Miller for the Board of Zoning Appeals; Amy Govoni and Caprice Bragg for the Human Resources Advisory Board. The committee recommended approval of all the nominees. Mr. O'Grady moved that Council approve the appointment of Paul Miller to the Board of Zoning Appeals and the appointments of Amy Govoni and Caprice Bragg to the Human Resources Advisory Board. The motion was seconded by Mr. Musial and unanimously approved. LEGISLATION Ordinance No. 97-18 introduced by Mr. O'Grady was given its second reading. An ordinance authorizing and directing Don Copeland, Director of the Department of Human Resources, to make application on behalf of the City of North Olmsted for Community Development Block Grant funds for the fiscal years 1997 and 1998 (23rd and 24th years) for a project titled Horizons Activities Center Neighborhood and Day Care Center, and declaring an emergency. Mr. O'Grady moved to suspend the rule requiring three readings; second by Mr. Lind; motion passed unanimously. President Boehmer asked if anyone in the audience wished to comment on the ordinance. Horizons executive director David Smith came forward. Mr. Smith said he had spoken to Anthony Thornton from the county Department of Development who encouraged Horizons to seek economic development loans for the renovation portion of the project. ,~.,~ a.,. _..._ ..
