MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />WEDNESDAY, FEBRUARY 26, 1997 <br />Present: Council President Boehmer, Council Members Limpert, Lind, McKay, <br />Musial, Nashar, O'Grady <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Absent: Council Member Saringer <br />Council President Boehmer called the special meeting to order at 8:05 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />REPORTS <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met at 6:30 p.m. this evening to interview <br />the Mayor's nominees for appointment to the Board of Zoning Appeals and the Human <br />Resources Advisory Board. Present at the meeting were Council Members O'Grady, <br />Lind, Limpert, Nashar, Musial and Service Director Bohlmann. The nominees were: Paul <br />Miller for the Board of Zoning Appeals; Amy Govoni and Caprice Bragg for the Human <br />Resources Advisory Board. The committee recommended approval of all the nominees. <br />Mr. O'Grady moved that Council approve the appointment of Paul Miller to the Board of <br />Zoning Appeals and the appointments of Amy Govoni and Caprice Bragg to the Human <br />Resources Advisory Board. The motion was seconded by Mr. Musial and unanimously <br />approved. <br />LEGISLATION <br />Ordinance No. 97-18 introduced by Mr. O'Grady was given its second reading. An <br />ordinance authorizing and directing Don Copeland, Director of the Department of Human <br />Resources, to make application on behalf of the City of North Olmsted for Community <br />Development Block Grant funds for the fiscal years 1997 and 1998 (23rd and 24th years) <br />for a project titled Horizons Activities Center Neighborhood and Day Care Center, and <br />declaring an emergency. Mr. O'Grady moved to suspend the rule requiring three <br />readings; second by Mr. Lind; motion passed unanimously. <br />President Boehmer asked if anyone in the audience wished to comment on the ordinance. <br />Horizons executive director David Smith came forward. Mr. Smith said he had spoken to <br />Anthony Thornton from the county Department of Development who encouraged <br />Horizons to seek economic development loans for the renovation portion of the project. <br />,~.,~ a.,. _..._ .. <br />
