„~, MINUTES OF THE MEETING OF THE COUNCIL <br />~e OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 18, 1997 <br />Present: Council President Boehmer, Council Members Limpert, Lind, McKay, <br />Musial, Nashar, O'Grady, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Seman <br />Council President Boehmer called the meeting to order at 8:05 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />Mr. Limpert moved to approve the minutes of the Council meeting of February 5, 1997; <br />second by Mr. Nashar; motion passed unanimously. <br />President Boehmer made the following announcements: Ordinance 97-20 would be added <br />to the agenda; Resolutions 96-187, 97-9, 97-16 and Ordinances 97-17, 97-20 would be <br />passed under suspension of the rule. <br />Mr. O'Grady moved to add Ordinance 97-20 to the agenda; second by Mr. McKay; <br />motion passed unanimously. <br />Mrs. Saringer moved to amend the agenda to allow for a special Legislation section to <br />consider Resolution 97-9 at this point in the meeting; second by Mr. O'Grady; motion <br />passed unanimously. <br />LEGISLATION <br />Resolution No. 97-9 introduced by Mayor Boyle was given its second reading. A <br />resolution supporting the current administration in its policy of purchasing, leasing, renting <br />or taking on consignment goods for use and for resale by city-owned enterprises that are <br />produced under decent working conditions and declaring an emergency as amended. Mr. <br />O'Grady moved for suspension of the rule requiring three readings and made the following <br />comments: The term "sweatshop" goes all the way back to the very early days of the 20th <br />Century. In the early 1900's in Great Britain and the United States there were garment <br />factories that were poorly lit, unsafe, unsanitary, crowded and had very poor ventilation. <br />That is where the term "sweatshop" originated. We are now about to begin the 21st <br />Century and sweatshops should be a thing of the past. But they are not--they exist in <br />Central and South America, Africa, the Middle East, China, Asia and, unfortunately, the <br />1 <br />
