Council Minutes of 2/18/97 <br />not believe the residents of Bretton Ridge will use the new highway on a daily basis. He <br />,, feels there is a lot of down-side to this road as it will invade the privacy of people's homes <br />and will be an expense to the city. This road will be an invitation for people to get off I- <br />480 at Stearns Road and cut through our city to get to Westlake. It encourages growth <br />and development on Crocker/Steams in Westlake and at the Promenade. He hopes in the <br />future that the city will have the vision to try to stop overdevelopment and save some of <br />its resources. He asked that Council not vote for Resolution 97-12. <br />Mary Solderitsch, 5682 Allendale Lane, spoke about funding for the sewer renovations in <br />the Allendale/Carey area. When she came before Council in 1995 with petitions, she was <br />told there were no money. In 199b, she was told there was no money. There have been <br />temporary pumps put in at the bottom of the street, and some of the neighbors believe that <br />the temporary measures are permanent and there is no longer a problem. Recently, the <br />city sent the area residents what she said was an "ambiguous" letter asking if they had <br />water in their basements. Most of them would answer no because they think the problem <br />has been solved. However, she knows that the problem is not solved, and she would like <br />to know what plans are being made for Allendale/Carey because flooding will occur again <br />if the temporary pumps are removed. Mr. Bohlmann answered that the city had sent <br />letters to residents in that area who had signed a petition presented to him by Councilman <br />McKay. It was not an ambiguous letter but a detailed letter asking the 46 residents wha <br />had signed the petition when they were flooded and how they were flooded--was it <br />basement, roadside ditch, sanitary or storm, was the water clean or dirty, did the water <br />come through the walls or sump pump. So far, 28 replies have been received. Of those, <br />14 or 15 people have had some type of family room or basement flooding. Two residents <br />basically supported their neighbors; several other residents had backyard flooding and <br />roadside ditch flooding. The letter/questionnaire stated that, if it was not returned, the <br />city would assume that there has not been any flooding. Since the questionnaire went out <br />only two weeks ago, we will wait another two weeks before tabulating the results. We are <br />currently under engineering services for this area and did apply for Issue 2 funds but were <br />turned down. Mr. McKay asked Mr. Bohlmann to expand on the reasons he needed the <br />information. Mr. Bohlmann said the city needs to know what type of flooding is occurring <br />and where it is coming from to do a complete correction. We need to have complete <br />information to make a correct plan to handle the problem. The temporary pumps will stay <br />until the job gets completed. Mayor Boyle explained to Mrs. Solderitsch that the city has <br />just begun the appropriations process for this year. Mr. McKay and other Council <br />members are very concerned about this problem and will be looking at the appropriations <br />to see if the funding can be provided. However, at this point, the funding is a premature <br />question. Mrs. Solderitsch said that she felt the letter was ambiguous because not <br />everyone knows that temporary pumps are in place. The assume that something was done <br />and, when they got the letter, they threw it away because they are not getting water now. <br />Also, some residents do not want to admit to flooding because they are planning to sell <br />their homes in the near future. It is a fact that the Butternut Ridge Apartments caused the <br />flooding in this area. Mayor Boyle said it is important for the city to know if the <br />temporary measures are working, not to leave the temporary measures in place, but it. <br />would demonstrate that we are going in the right direction.
