Council Minutes of 2/18/97 <br />Mr. McKay commented that he believes there may be an alternative to Ohio S. B. 19 <br />which was recently introduced by Representative Ron Mottl Jr. Mr. McKay said that he <br />does not think that the federal government should be absolved of responsibility either. <br />The federal government has the scientists who created the monster, and they are the <br />people that turned it loose for so-called peaceful use. They do have the means to find a <br />solution, and they should be working closely with the states to find that solution. He <br />believes a coalition between the federal government and state governments should work <br />on finding a solution to this problem. Mr. Limpert stated that it is his opinion, if there is <br />an alternate bill, then passage of the resolution should be held off. Mr. McKay stated that <br />we have to move forward on this because the bill is due to move out of the Senate and <br />into the House on March 1. Mr. Musial said he did not believe the opposition to S. B. 19 <br />has a problem with Ohio taking care of its own nuclear waste but did not want to take <br />waste from the other states in the Compact. He suggested that Ohio do what the State of <br />Illinois did: Illinois entered into a compact with the State of Kentucky which does not <br />have a nuclear plant. It is important to recognize that, if S. B. 19 is not approved, Ohio <br />may possibly be required to accept waste from all states. He is not in favor of Ohio taking <br />nuclear waste and would recommend that we join into a compact with anon-nuclear state. <br />Mr. Limpert said there are problems with that because it increases the chance that the cost <br />will be the sole burden of Ohio taxpayers. Mr. Musial stated that he would rather have <br />Ohio spend some of its $1 billion slush fund on this rather than accept nuclear waste from <br />other states. Mr. Nashar commented that he had in his possession petitions containing <br />over 500 signatures of citizens who are opposed to the State of Ohio accepting nuclear <br />waste from other states. Mrs. Saringer suggested that copies of the petitions be sent to <br />the appropriate people along with a copy of Resolution 96-187, should it pass. <br />Mr. O'Grady, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) Mr. O'Grady made a motion to approve the <br />reappointments to the various boards and commissions as suggested by the Mayor. The <br />motion was seconded by Mr. Lind and unanimously approved. (The list of reappointments <br />can be found in the Mayor's report.) <br />2) The committee will meet at 6:30 p.m. on Wednesday, February 26, to interview the <br />nominees for new appointments to the Board of Zoning Appeals and the Human <br />Resources Advisory Board. <br />3) The committee met at 6:30 p.m. on Monday, February 10. In attendance were Council <br />Members O'Grady, Lind, Musial, McKay, Limpert and Nashar and Service Director <br />Bohlmann. The subject was sweatshops and Resolution 97-9. Discussion centered on <br />concern by Mr. Musial relative to the inconsistency of the terms used in the original <br />ordinance, which were: "harsh or sweatshop," "harsh sweatshop," or "sweatshop"--which <br />one should it be? There was no other objection to the ordinance. The terminology has <br />been changed. The committee recommended approval to passing this ordinance under <br />suspension, which has already been done tonight. <br />4) At 7 p.m. on February 10, the committee met to consider the Community Development <br />Block Grant. Present were Council Members O'Grady, Lind, Musial, McKay; Nashar, <br />Limpert; Human Resources Director Copeland; Service Director Bohlmann; Joyce Weber <br />and others of the Allendale/Carey area; Shannon Smith, Jack Konold, Ray Puzzitello and <br />7 <br />
