The Giant <br />Eagle Video, a bank and a pharmacy, as well as a grocery store use, will be <br />integrated into one tenant. The Giant Eagle Video is open from the outside and will <br />be accentuated by red which closely matches the Circuit City entrance way <br />immediately to the south. The vestibule will traverse the easternmost elevation <br />where Giant Eagle is located. The entrances will be approximately 80 feet apart to <br />that vestibule allowing access from either side of the store. The Giant Eagle <br />Pharmacy and Star Bank will not have separate entrances from the outside. <br />Particular concerns to the committee were the outside storage of baled materials. It <br />was represented that some 12 to 20 bales of 5 foot by 3 foot would be produced each <br />week and picked up twice weekly. A concern of the committee was soundproofing <br />of the compactor and screening of an emergency generator. By screening, the <br />concern was the noise that it would create upon the adjacent properties. <br />Representatives of Giant Eagle assured that the 5 foot by 3 foot bales would not pose <br />a concern and had not, to their knowledge, posed a concern or problem at other <br />locations where this same type of storage is being utilized. The compactor will be <br />housed within a loading area, and the loading area will be covered with an insulated <br />roofing to contain sounds of unloading. The developer was advised that the noise <br />ordinance will be strictly enforced in the future. The developer advised that idling <br />and trucks parked behind the building running the refrigeration units as well as <br />running the trucks should not be a problem in light of the fact that the trucks while <br />unloading generally do not idle as well as the refrigeration units are off when the <br />doors to the truck are open. The generator will be housed so as to achieve a <br />maximum of 50 decibels of sound at night at the property line, thus relieving any <br />concerns as to spill-over noise. Mr. Miller, at the request of resident Bethia <br />Kummer, read atwo-page statement to the committee. The statement will be <br />incorporated into the record. Ms. Kummer's concerns were addressed briefly by <br />representatives of Giant Eagle as well as by members of the committee. Resident <br />Sean Griswold expressed his objection to the project as did resident Dave Hoelter. <br />Mr. Hoelter also presented a written objection to the project, which also will be <br />incorporated into the record. (Statements are attached.) Discussion was thereafter <br />had by Council members McKay and Gareau concerning the fact that the project was <br />consistent with city ordinances. After discussion in committee, a motion was made <br />to recommend the project subject to the requirements of the boards and commissions <br />of the City of North Olmsted. The committee motion passed Z to 1 with Mr. Miller <br />voting no. Mr. Gareau moved that Council approve the Water Tower Square Giant <br />Eagle project subject to the boards and commissions of the City of North Olmsted; <br />the motion was seconded by Mr. McKay. Roll call: Gareau, yes; McKay, yes; <br />Limpert, yes; Miller, no; O'Grady, yes; Kasler, no; Nashar, yes. The motion passed <br />with five affirmative votes and two negative votes. <br />• Last on the agenda was a matter that was scheduled to be on the agenda but in fact did <br />not go forward because of some information received prior to the meeting. JND <br />Properties had been scheduled to be present to discuss the Walgreen project at the <br />corner of Porter, Butternut and Lorain.
