Council Minutes of 11/4/98 <br />Mr. Weinberger if the project would move forward even if they could not come to <br />terms with the owner of the one property that was not under contract. Mr. <br />Weinberger said a contract had been submitted, but there is a difference in price. If <br />they do not get the property, it would be very difficult to move forward based upon <br />the input from Building Commissioner Conway. Councilman Gareau noted that this <br />issue would be discussed at a Building, Zoning and Development Committee meeting <br />and invited Mr. Weinberger to attend. Mr. Weinberger will make every effort to <br />attend. Councilman Limpert said he viewed the moratorium as a "time-out" and did <br />not want Mr. Weinberger to interpret it as a flavor from Council that they are against <br />this project. He and other Council members feel they need to get a little more <br />information before they endorse the changes that may be taking place. Councilman <br />Miller said he agreed and hoped that Mr. Weinberger would not take Council's action <br />as being adversarial. He noted that 90 days was the maximum time--it could be less <br />if the questions and issues are resolved sooner. <br />Mr. Gareau moved to adopt Resolution No. 98-129, as amended; the motion was <br />seconded by Mr. Limpert. Roll call: Gareau, yes; Limpert, yes; McKay, yes; O'Grady, <br />no; Miller, yes; Kasler, yes; Nashar, no. The motion passed with five affirmative votes <br />and two negative votes. Resolution No. 98-129, as amended, was adopted. <br />Ordinance No. 98-130 was introduced and placed on first reading by Mayor Musiai. An <br />ordinance to amend the Zoning Code to add a new Chapter 1151, "Wireless <br />Telecommunication Facilities Regulations and Wireless Telecommunication Facilities <br />Overlay (WTFO) District". <br />Ordinance No. 98-131 was introduced and placed on first reading by Mayor Musiai. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted in <br />order to supplementally zone the hereinafter described parcels of real property, so as to <br />include them within the new Wireless Telecommunication Facilities Overlay District <br />("WTFO") of the City of North Olmsted. <br />Ordinance No. 98-132 was introduced and placed on first reading by Mayor Musiai. An <br />ordinance amending Section 1321.01 of Chapter 1321 of the Codified Ordinances entitled <br />"Permit and Inspection Fees," in order to establish permit and inspection fees for wireless <br />communication towers, antenna, and related facilities, and declaring an emergency. <br />Resolution No. 98-133 was introduced and placed on first reading by Mayor Musiai on <br />behalf of himself and Council. A resolution declaring November 11, 1998 "Veterans <br />Day" in North Olmsted, Ohio. Mr. O'Grady moved for suspension of the rules requiring <br />three readings; second by Mr. Miller; motion passed unanimously.
