Council Minutes of 8/18/98 <br />Mr. McKay, Chairperson of the Streets and Drainage Committee: 1) The Streets & <br />-~~~ Drainage Committee met on August 10. Present were committee members O'Grady, <br />Nashar and McKay; Councilpersons Kasler, Gareau, Miller, Limpert; Mayor Musial; <br />Service Director Bohlmann; Safety Director Jenkins; Finance Director Copfer; Building <br />Commissioner Conway; resident Charles Repede. The following items were discussed: <br />a. Ordinance 98-88, which deals with controlling trees, weeds, lawns, shrubbery, noxious <br />and poisonous weeds and vines. After much discussion and questions and input, a number <br />of modifications were agreed upon. These were sent to the Law Department for review. <br />Should the committee meet again, they will examine the revisions to amend the legislation. <br />b. Ordinance 98-82, which is a resolution to encourage the Ohio Department of <br />Transportation, the Cuyahoga County Engineer and NOACA to continue a schedule for <br />the purpose of completing the Crocker-Stearns extension in a timely fashion. Due to the <br />importance of this resolution, a number of supporting ideas will be added. This legislation <br />will not be reviewed unless a Councilperson would request a meeting. <br />c. The Service Director explained that the swale on the south side of Sweetbriar going <br />east to Canterbury was reviewed to be covered last year but the funding was not available. <br />The funding is also not available this year. We will be reviewing that for 1999. <br />d. Also, the Service Director is looking forward to the completion of the Hall Ditch and <br />will soon begin work on the Ehle Ditch project. <br />e. In answer to an inquiry from Mr. O'Grady, Mr. McKay said that the committee had <br />recommended approval of Ordinances 98-82 and 98-88. <br />Mr. McKay, Chairperson of the Environmental Control Committee: 1) Today he attended <br />an all-day meeting regarding illegal dumping. Correction of this type of problem starts <br />with the witnesses making complaints and, if possible, getting a license plate number and <br />description of the vehicle of the person dumping the trash and the kind of trash that was <br />dumped. The dumping of tires, ten or more, is no longer handled by the city as it becomes <br />a felony and the State is brought in on that. He spoke with Pat Holland from Cuyahoga <br />County, and Mr. Holland will send information to the Mayor and the Service Director <br />regarding coordinating a tire collection. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: The committee met on August 11. Present were committee <br />members Nashar, Gareau and Limpert; Council members Miller, O'Grady, Kasler and <br />McKay; Human Resources Director Copeland; Mayor Musial. Three topics were <br />discussed: <br />a. Council interviewed Mr. Craig Allan for an appointment to the Architectural Review <br />Board. The committee was very impressed and recommended unanimous approval. Mr. <br />Allan will serve as one of the qualified electors according to Section 1125.03 of the <br />Codified Ordinances. Mr. Limpert moved to approve the appointment of Craig Allan to <br />the Architectural Review Board. The motion was seconded by Mr. O'Grady and <br />unanimously passed.
