Council Minutes of 6/16/98
Community Council representatives Yvonne Petrigac and Bruce Pierson. Mr. Pierson
provided a history of the underground wiring project at North Olmsted Park and a
proposal to significantly reduce project costs. His presentation raised numerous concerns
from members of Council and the administration to include the retention of overhead
wires and the use of aluminum wire instead of copper. Aluminum wire is considerably less
expensive, which considerably reduced the cost of the project; however, aluminum wire is
also considered to be a fire hazard. As such, is unacceptable to the city. Community
Council representatives will conduct follow-up meetings with the Service Director to
determine and explore other options.
2) The Finance Committee meeting temporarily adjourned at 6:40 to allow other business
to be conducted and reconvened at 7:30. The following items were discussed:
a. Ordinance 98-61 covers the corrections officers' contract which was completely
rewritten to closely parallel the police officer contract. The committee unanimously
recommended approval of Ordinance 98-61 and requests suspension of the rule requiring
three readings.
b. Ordinance 98-62 covers the North Olmsted Municipal Bus Line salaried employees
contract which reflected a 3% increase. The committee unanimously recommended
approval and requests suspension of the rule requiring three readings.
c. Ordinance 98-65 establishes the organization and composition of the Police
Department non-uniform part-time personnel. The committee unanimously recommended
approval and requests suspension of the rule requiring three readings.
d. Ordinance 98-66 authorizes the Mayor to enter into a collective bargaining agreement
with the North Olmsted Transit Employees Association. After discussion of key points of
the agreement, which included issues such as job security, health coverage and
criminaUcivil legal costs, the committee unanimously recommended approval and will
request suspension of the rule requiring three readings.
Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee: 1)
The meeting of the Recreation Committee of Council was held on June 8. In attendance
were committee members Kasler, Miller and Limpert; Councilmen McKay, Nashar and
O'Grady; President of Council Saringer; Mayor Musial; Finance, Service, Personnel and
Safety Directors; Facility Manager for Springvale; various guests. The following items
were discussed
a. Ordinance 98-37, which authorizes the Mayor to enter into lease agreements with
Cablevision and its subsidiary for rental of the space located on the east end of the
Recreation complex. The subsidiary's lease extends through the year 2000 and will
produce a rental figure for the city equivalent to the going rate of $12 per square foot.
The committee unanimously recommended approval.
b. Ordinance 98-63, an ordinance authorizing the Mayor to seek State Natureworks grant
money for funding of stormwater management and accessory improvements to Springvale
Golf Course. It was explained that the Springvale lake serves as a natural catch basin, and
it was recommended that it be deepened and widened in order to be more effective.

6
1..rv.~... ~.... .. :..: n.... ~,~•:K. £tK'~v-..r. _; .. ...>..+,•h i'i~.~..- ~.u,tl~17V61~B1S'W'I~~.vAA':~.~t'NWT...,~'.r...._... .: ..
