Council Minutes of 5/19/98 <br />type face. Modifications are to be undertaken for the purpose of accommodating a <br />~~'~ Baskin-Robbins Ice Cream which will co-locate with Dunkin Donuts at this location. The <br />committee unanimously recommended approval subject to the recommendations of the <br />Planning Commission, ARB and BZA Mr. Gareau moved that Council approve subject <br />to the recommendations of Planning Commission, ARB and BZA. Mr. Miller seconded <br />the motion, and it was unanimously approved. <br />Mr. McKay, Chairperson of the Environmental Control Committee. 1) A joint meeting of <br />Environmental Control and Finance Committees was held on Tuesday, May 12. Present <br />were Councilpersons O'Grady, Nashar, Gareau, Miller, Kasler, Limpert, McKay and <br />Finance Director Copfer. The committees discussed Ordinance 98-57, which will <br />eliminate the service charge for city refuse pick-up at multi-family residence in North <br />Olmsted. Due to the fact that the city has never collected the $1 per week charge for the <br />revenues, it will not affect our coffers. The committee members wished to remove any <br />doubt that we discriminate against people who live in multi-family residences and, <br />therefore, recommended passage of the ordinance. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The committee met on May 12.. <br />Present were committee members O'Grady, Limpert and Kasler; Council members <br />Nashar, Gareau, Miller and McKay; Finance Director Copfer and Assistant Law Director <br />Dubelko; North Olmsted City Schools Treasurer Robert Matson. <br />a. The first agenda item was Ordinance 98-50 which deals with a community reinvestment <br />tax area agreement between the city and Duke Realty for the construction of an office <br />building at the Great Northern Corporate Center. Duke had initially sought a 7S% tax <br />abatement on the building for a period of 1 S years. Through negotiations with the city <br />administration, it was agreed that there would be a 68% abatement on the new building for <br />a period of 10 years. A separate agreement will be reached with the North Olmsted City <br />Schools to ensure that they do not lose any revenue due to the tax abatement given by the <br />city. Treasurer Matson from the schools had no objection to the ordinance. Projected <br />revenue to the city after payment is made to the North Olmsted City Schools is <br />approximately $38,000 for the first year and approximately $119,000 each year thereafter <br />during the term of the abatement. The committee recommended approval 2 to 1 with <br />Mrs. Kasler against. The committee recommended passage under suspension of the rules <br />at the special Council meeting. The committee temporarily adjourned at 6:10 p.m. for a <br />special Council meeting. At the special Council meeting, Ordinance 98-SO was approved <br />by a vote of S to 2. (Mrs. Kasler and Mr. Miller did not approve passage.) Also, at this <br />special Council meeting, Ordinance 98-56 was given its second reading. <br />b. The committee reconvened at 6:20 p.m. following the special Council meeting. <br />Ordinances 98-51 and S2, which relate to capital charges for sewer improvements between <br />the City of North Olmsted and the City of Fairview Park, were reviewed and it was <br />determined to hold these ordinances in committee pending additional review by the <br />Director of Finance.
