Council Minutes of 2/17/98 <br />Ordinance No. 98-8 was introduced and placed on first reading by Mr. Limpert on behalf <br />of the entire Council. An ordinance authorizing and directing Don Copeland, Director o <br />the Department of Human Resources, to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant funds for the fiscal year 1998 for a <br />project titled Americans with Disability Act Compliance for the City of North Olmsted's <br />Springvale Country Club and Ballroom, and declaring an emergency. Mr. Limpert moved <br />to suspend the rules requiring three readings; second by Mr. Nashar; motion passed <br />unanimously. Mr. Limpert moved for adoption; second by Mr. Nashar. Roll call: <br />Limpert, yes. Comment: "First of all, explaining suspension of the rules. We are under a <br />time deadline where we must have this in. And it had to be acted upon tonight to <br />participate in Community Block Grants. Also, explaining my yes vote. It was my belief <br />that Community Block Grant funds should be used for things that will have the greatest <br />impact on the quality of life in the community. In my opinion, there were two projects <br />that filled that bill. Being that there were not enough votes to support my first choice, I <br />believe that the ADA rest rooms and ramps in Springvale will make it a building which <br />will add greatly to the quality of life of many elderly and handicapped people in the city of <br />North Olmsted. That concludes my explanation." Roll call continued: Nashar, yes; <br />Gareau, yes; Kasler, yes; McKay, yes; O'Grady, yes; Miller, yes. The motion passed <br />unanimously. Ordinance No. 98-8 adopted. <br />Ordinance No. 98-9 was introduced and placed on first reading by Mr. Limpert on behalf <br />of the entire Council. An ordinance authorizing a specification requirement for minority <br />business enterprise (M.B.E.) and women business enterprise (W.B.E.) participation in <br />fiscal year 1998 Community Development Block Grants projects of 15% for M.B.E. and <br />5% for W.B.E., and declaring an emergency. Mr. Limpert moved for suspension of the <br />rule requiring three readings; second by Mr. McKay; motion passed unanimously. Mr. <br />Limpert moved for adoption; second by Mr. McKay; motion passed unanimously. <br />Ordinance No. 98-9 adopted. <br />Ordinance No. 98-10 was introduced and placed on first reading by Mayor Musial. An <br />ordinance amending Section 1 of Ordinance 95-39 entitled "An ordinance establishing the <br />method of which fees for the use of North Olmsted Springvale Golf Course are to be <br />fixed" and declaring an emergency. <br />Ordinance No. 98-11 was introduced and placed on first reading by Mr. Gareau. An <br />ordinance creating new Section 1367.11 of the Building Code in order to exempt small <br />satellite dish antennae from the permit fee requirements of Chapter 1367, and declaring an <br />emergency. <br />Ordinance No. 98-12 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Polytech, Inc. to provide engineering services for the design of the Brookpark Road <br />rehabilitation Phase 2 and declaring an emergency. <br />~~, <br />11 <br /> <br />
