Council Minutes of 2/17/98 <br />,p,< above Lorain Road. The proposal was recommended by the Planning Commission. The <br />.kµ„ committee recommended that it be approved. Mr. Gareau moved for approval of <br />Cablevision's construction of the utility pole. The motion was seconded by Mrs. Kasler <br />and unanimously passed. <br />d. Ordinance 98-2, accepting for dedication the Cinnamon Way west extension in the City <br />of North Olmsted. The committee recommended approval. <br />e. An issue was brought forward by residents living near the Parcel E area. The issue <br />deals with a possible Charter amendment that would require a voting by residents on <br />zoning changes. Also, there would be a requirement that the zoning would not change <br />unless there was an approval in the ward in which the property is located. Therefore, it is <br />possible to have a proposal that went forward to the residents that could pass in the entire <br />city and not pass in a particular ward and the rezoning, in fact, would not take effect. This <br />matter was discussed as to the extent, whether it would be all zoning changes or whether <br />it would be particular zoning changes. The committee took the matter under advisement <br />and will be discussing it again in the future. <br />Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee: <br />1) The Recreation Committee met on February 11. Present were committee members <br />Miller and Limpert; Council members Nashar, McKay, O'Grady, Gareau; Safety Director <br />Jenkins; Service Director Bohlmann; Recreation Commissioner Dolansky; Assistant <br />Recreation Commissioner Morgan; all members of the Recreation Commission. The <br />purpose of the meeting was to introduce Council's Recreation Committee members to the <br />members of the city's Park and Recreation Commission and to obtain from the Rec <br />Commission an overview of proposed projects for parks and recreation for 1998 and into <br />the future. The 1998 projects that were proposed are: <br />1. The replacement of the Rec Center roof over the ice rink to be partially funded by a <br />grant which was obtained in 1997. <br />2. An energy conservation program. And with regard to that program, House Bill 300 <br />provides municipalities have the ability to borrow to engage in an energy management <br />program and to pay back that loan with energy savings. Further, the debt incurred <br />throughout the implementation of the program is not counted against the city's total debt <br />or borrowing. <br />3. The land acquisition at Barton and Bradley for development eventually into soccer <br />fields and baseball fields. <br />4. Development of a skateboard park. <br />5. Further amenities to Clague Park, as that project comes to a close, to include permanent <br />rest rooms, a shelter, a cinder walking path and eventually basketball and tennis courts. <br />6. Further renovation to the ice rink. <br />7. With regard to parks and recreation land, the Rec Department also mentioned land off <br />of Root Road and land located in Laurel Woods development. These will be discussed at <br />a later date, and a brownfield grant is being investigated in the meantime in regard to the <br />Root Road property. <br />~,. <br />,~, <br />6 <br /> <br />
