Kasler <br />The motion to approve committee assignments was unanimously passed. <br />Mayor Musial introduced Mrs. Jeanette Bierman and her son Russell L. Bierman Jr. and <br />granddaughter Sara Bierman. After the passing of Councilman Russell L. Bierman Sr. in <br />1991, City Council passed Resolution No. 91-193 paying tribute to him and setting forth <br />his many accomplishments. Mr. Bierman was a devoted public servant who served on the <br />police force from 1952 until 1976. He was the founder of the North Olmsted Safetytown <br />Program. Mr. Bierman served as the Ward IV Councilman from January, 1982 until <br />December, 1985. He also served on the North Olmsted Planning Commission and the <br />Landmarks Commission. Mr. Bierman was an active member of the North Olmsted <br />Republican Club and the North Olmsted Kiwanis Club. He was a member of the Board of <br />Directors of Horizons Activity Center, a charter member of the North Olmsted VFW Post <br />7647 and North Olmsted Masonic Lodge 741. A portrait of Mr. Bierman and a <br />plaque will be placed at the entrance of Council Chambers. The inscription on the plaque <br />reads: "Dedicated to Russell L. Bierman Sr., Councilman Ward N, in grateful <br />appreciation of his outstanding service and dedication to our city, January 1, 1982 through <br />December 31, 1985." <br />REPORTS <br />Mayor Musial: 1) The new Police Chief, George Ruple, was introduced. Chief Ruple will <br />be sworn in on Monday, February 2. Mr. Ruple said he was a lifelong resident of North <br />Olmsted and was proud to be the next chief and looked forward to working with Council <br />for the betterment of the community. <br />2) Mr. John Tomay has been appointed to serve on the Civil Service Commission. Mr. <br />Tomay has been a North Olmsted resident for 25 years and his law practice is located in <br />North Olmsted. He is a former prosecutor and law director for the township of Riveredge <br />and was a past member of the North Olmsted Cable Television Advisory Board. <br />3) He would like to meet with the Finance Committee to discuss plans for Springvale. <br />Law Director Gareau: 1) The motion to dismiss James Burns from the case of the City of <br />Rocky River vs. North Olmsted has been denied. However, the court reserved the right to <br />review that matter once again after discovery was complete. He would like to discuss this <br />issue with the Mayor and Finance Director to find out where we intend to go with this <br />lawsuit. <br />2) The administrative negotiating team met for a good part of today with NOTEA, which <br />is now a part of AFSCME, to try to resolve any and all outstanding contract matters. An <br />agreement was not reached and the negotiations are at impasse. The union has been <br />2 <br /> <br />
