Special Council Minutes of 12/29/1999 <br />~~ Ordinance No. 99-170 introduced by Mr. O'Grady was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 1999 as <br />amended. Mr. O'Grady moved for suspension of the rule requiring three readings. Mr. <br />O'Grady noted that Ordinance 99-170 had been reviewed by committee and gave the <br />following report: Ordinance 99-170 makes and transfers appropriations for current <br />expenses for the year ending December 31, 1999. Due to a good carry-over for the <br />income taxes, the 1999 leaf pick-up costs will be paid in 1999. In the past, the cost of <br />leaf pick-up has been paid the following year. By paying both the 1998 and 1999 leaf <br />pick-ups this year, we are now on the correct cycle. Other additions include $20,000 <br />needed for road salt; $9,783 needed for city insurance; $40,000 needed to cover <br />unanticipated overages in the Recreation Fund; $385,000 in the Sewer Revenue Fund to <br />enable proper encumbering of an agreement with the county for the north Claque sewer <br />culvert project completed in 1997 but not invoiced until 1999; $70,542 to the Solid Waste <br />Management Fund to cover the cost of BFI charges for December, 1999. Resources exist <br />in all funds to accommodate the increases. The committee unanimously recommended <br />approval of Ordinance 99-170. The motion to suspend the rule requiring three readings <br />was seconded by Mr. Gareau and was unanimously passed. Mr. O'Grady moved for <br />adoption; second by Mr. Gareau; motion passed unanimously. Ordinance No. 99-170 <br />adopted. <br />Mr. McKay moved to excuse the absence of Mr. Limpert.
