Council Minutes of 12/21/1999 <br />Finance Director Copfer: 1) She has meet with the GAAP conversion people and spoke <br />'" with the auditors about creating a new financial report which is a comprehensive annual <br />financial report rather than general purpose financial statements. This is a state <br />comprehensive annual financial report (CAFA) and is a standard in the industry for cities. <br />She feels it is important that this is done for next year. The filing deadline is June 30. <br />The cost will be slightly more than for the general purpose financial statements, but the <br />few thousand dollars are well worth it, especially when we hope to go back to Moody's at <br />some point. This will show we are serious about the finances of our city. <br />2) Yesterday she went to Columbus with officer Don Walling to complete paperwork for <br />the STEP program. Officer Walling was one of the initiators of applying for and <br />receiving a grant for the STEP program, which is a speed and seatbelt program whereby <br />the federal government provides matching funds through a state grant. The program will <br />begin early next year, and we will need to create a separate fund for it. <br />Mr. Gareau asked Finance Director Copfer for a Y2K update. Mrs. Copfer replied that <br />alternative procedures are in place in case there is a problem. Also, the Finance <br />Department issued standing purchase orders valid for two months for critical vendors. <br />Mr. Miller, chairperson of the Transportation Committee: 1) The committee met on <br />December 14. In attendance were committee members McKay, Limpert and Miller; <br />Council members Nashar, Gareau and O'Grady; Service Director Bohlmann and <br />NOMBL Manager Terbrack. The committee discussed Ordinance No. 99-168 which <br />authorizes and directs the Mayor to enter into an agreement with the Greater Cleveland <br />Regional Transit Authority for a joint operating agreement to provide for transit services. <br />Mr. Terbrack provided a summary of the lengthy agreement: <br />• Five year term, beginning January 1, 2000 through December 31, 2004. <br />• Clarification of permitted variations in transit services due to emergency situations. <br />• Increase or decrease of 5% or more of cumulative service requires a recalculation. <br />• RTA retains ownership of fixed capital improvements. <br />• RTA agrees to reimburse NOMBL for parts inventory on hand, when used, still <br />owned by the city, estimated at a value of approximately $63,000. <br />• RTA will establish and implement a new central control inventory system for parts. <br />• All NOMBL operators shall be required to have a valid Ohio CDL license. <br />• Identifies in Schedule I the management and supervisory personnel eligible for <br />reimbursement by RTA. <br />• The NOMBL drug and alcohol testing programs and policies shall be in accordance <br />with the RTA and Federal Transit Administration. <br />• Termination clauses and additional language to acknowledge transfer of NOMBL to <br />RTA if city and RTA want to consider. <br />• RTA agrees to build a new service building for NOMBL occupancy within North <br />Olmsted to house all buses with inside storage, maintenance area, offices, dispatch <br />center, new gas fueling. <br />~.,- <br />
