<br />Council Minutes of 11/3/1999 <br />City Hall next to the lumber yard. There is a proposal to open up a retail store there <br />,:,, called Smokes 4 Less. This minor change format was not approved because, in essence, <br />what it does is replace the windows with boards and really does nothing else to the <br />property except paint the building gray. It would be in our best interests to get Council's <br />involvement early on with the Planning Commission. Any resident who wants to be <br />involved as well can come forward and express an opinion as to the structure and the <br />proposal and the concepts that are being put forward for that area. As it is now, it does <br />not look too nice with the building sitting empty. But the proposal put forward did not <br />seem that much better. We need to keep on eye on this and stay involved in order to get a <br />quality product. <br />Mr. Nashar, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on October 25. Present were committee members Miller, Gareau and <br />Nashar; Council members Limpert, O'Grady and McKay; directors Jenkins and <br />Bohlmann. The following items were discussed: <br />• The safety issue pertaining to bike helmets was addressed by resident Brian Kuite. <br />Mr. Kuite feels that anyone riding a bicycle should be required by law to wear a <br />safety helmet. Before addressing this issue at another meeting, the Safety Committee <br />will review ordinances from other cities. Police Chief Ruple was asked to render an <br />opinion on this issue and has stated that he thinks some type of law addressing bike <br />helmets would be a good idea. <br />• Councilman Miller had requested a survey of the speed limit for Lorain Road that was <br />increased earlier this year from 25 to 35 miles an hour. His concerns focused on <br />whether there had been an increase in accidents or of speeding citations. Police Chief <br />Ruple and Traffic Engineer Griffith reported that there have been no significant <br />changes or accidents reported with the increase of the speed to 35 miles an hour. The <br />traffic signals on Lorain Road were originally set for 35 miles an hour. When the <br />speed limit was 25 miles per hour, the traffic may actually have been delayed. The <br />traffic now seems to be moving quite well. <br />2) A liquor permit transfer from Clark Refining & Marketing Inc., DBA Clark Store, <br />28925 Lorain Road, to Clark Retail Enterprises Inc., DBA Clark Store, 28925 Lorain <br />Road. This is a stock transfer, and the Safety Committee had no objections. Mr. Nashar <br />moved that Council have no objection to the stock transfer from Clark Refining & <br />Marketing Inc. to Clark Retail Enterprises Inc., 28925 Lorain Road. The motion was <br />seconded by Mr. Miller. Roll call: Nashar, yes; Miller, yes; McKay, no; Kasler, yes; <br />Gareau, yes; Limpert, yes; O'Grady, yes. The motion passed with six affirmative votes <br />and one negative vote. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, previously spoke to Council regarding his concerns <br />with the sewers in the Carey/Allendale area. Recently a very heavy rainfall had backed <br />up to the sewers and had filled the storm drains and his sump pump was actually pumping <br />water into the garage drain and onto the floor.
