Council Minutes of October 5, 1999 <br />one another. It would not be a good idea for the city to assemble a large number of <br />people in a common area without the provisions to take care of them. If electricity is off <br />in homes, it would be very difficult for the city to provide much better than emergency <br />lighting. The city is making contingency plans to have cellular phone numbers available <br />for emergency calls. We will also have mini-police stations/regional communication <br />links throughout the city so that auxiliary police or other personnel who are equipped <br />with radios can relay emergency situations to the central dispatch. We are also looking <br />into the possibility of establishing an information line for residents to call in with <br />questions. He and other city officials are available to meet with groups in the <br />community. <br />Mayor Musial: 1) He had the honor of swearing in two new lieutenants of the North <br />Olmsted Fire Department, Timothy Gut and Edward Robertson. <br />2) He and Administrative Assistant Creadon met with Don Palmer, the local chief of the <br />immediate Census 2000 area. It is anticipated that the local volunteer group will begin <br />work on the census in early April of 2000 and continue through July. Currently, we have <br />70 volunteers, and our goal is to have a group of one hundred volunteers. Contact the <br />Mayor's office to volunteer. <br />3) The City of North Olmsted's web site is in the process of being placed back on the <br />Internet. Through the work of Amy Cornish, Gary Hannum and Mary Creadon, the web <br />site has been revitalized and republished internally without the help of a contractor, thus <br />saving the city money. The web site operation, as well as the city's television channels, <br />have been pulled back into the mayor's office. When the web site is fully operational, the <br />city will have 22 E-mail addresses so that the public will be able to communicate directly <br />with most of the city departments on line. These will be made public when all 22 are up <br />and running. The city web site address is www ci:north-olmsted_oh_us. <br />Law Director Gareau: 1) Last week, the Law Department argued in the Court of Appeals <br />regarding the case dealing with the question of the constitutionality of our urban forest <br />ordinance. <br />2) Our brief regarding the pole sign ordinance case with the Chamber of Commerce was <br />submitted to Judge Nugent. <br />3) Last Friday, the city closed on the sale of one of the parcels in the industrial park <br />which is to be used for the new bus garage. We hope to close on the second parcel some <br />time this week. <br />4) Council has received his communication with regard to "junk vehicles." When <br />legislation is introduced and there is no cross-referencing with existing ordinances, the <br />separate legislation may stand alone. It is up to Council as to whether or not <br />modifications will be made in the ordinance so that it is absolutely clear that it does not <br />interfere with the enforcement of the existing ordinance. <br />5) There were a number of questions raised as to notification with regard to the assisted <br />living facility on Mill Road. Council members have received his opinion regarding that <br />issue. <br />6) He is preparing for an arbitration hearing this Friday regarding the discharge of <br />patrolman Chris Fox. <br /> <br />2 <br />
