MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FRIDAY, AUGUST 13, 1999 <br />6:30 P.M. <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Miller, Nashar, O'Grady <br />Also Present: Finance Director Copfer, Clerk of Council Seman <br />Council President Saringer called the special meeting to order at 6:34 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />LEGISLATION <br />Ordinance No. 99-99 introduced by Mr. O'Grady on behalf of Mayor Musial was given <br />its third reading. An ordinance providing for the issuance and sale of notes in a <br />maximum aggregate principal amount of $300,000, in anticipation of the issuance of <br />bonds, for the purpose of remodeling, renovating, rehabilitating and otherwise improving <br />the city's Springvale Golf Course and Ballroom facility, and providing parking and other <br />related site improvements therefor. Mr. O'Grady moved for adoption; second by Mr. <br />Limpert. Roll call: O'Grady, yes, with comment: He believes that all of Council would <br />agree that this process could have been smoother and that Council could have had more <br />information and more of the detail they all want and expect. But there are some things <br />that we know for certain. One, this borrowing is absolutely necessary to conduct needed <br />repairs at Springvale. Two, this borrowing of $300,000 will not cover everything that is <br />wanted to be done. Three, the borrowing will be used in its entirety. Through her memo <br />of August 12, the Finance Director said that she does not recommend an additional <br />$75,000 because she questions whether or not the Springvale facility would be able to <br />cover that addition, and he concurs. He would not be inclined at any point in the future to <br />consider an additional borrowing on their behalf of another $75,000. However, he does <br />support this borrowing at this time because there will be additional costs for waiting. <br />Roll call continued: Limpert, yes; Gareau, no, with comment: He votes no because he <br />simply cannot agree to borrow $300,000 when he has not been told what the project will <br />actually cost when it is completed. As it stands today, the ADA modifications to <br />Springvale and the parking lot resurfacing could cost less than $300,000 or close to <br />$375,000, it just depends on who you talk to. He is perplexed that we were originally set <br />to vote on this ordinance at a special Council meeting on Tuesday, August 10, 1999. <br />While he was aware and agreed to have the special Council meeting on August 10, 1999, <br />he is puzzled as to why he received almost no information about the ordinance until the <br />10~' of August itself. Had he not asked, he would not have found out the reason for the <br />$300,000 borrowing until the Finance Committee meeting at 6 o'clock on the 10~'. That <br />leaves 30 minutes to deliberate $300,000 in borrowing. He does not believe this to be the <br />~°° proper fiscal approach.
