Council Minutes of ,tune 15, 1999 <br />specifically centered around the increase in costs of the program to city employees from <br />.nom. last year to this year. The result of the discussion was that the increase had two causes: <br />First, there was a dramatic increase across the market with regard to the cost of <br />prescription drugs. Second, there was an increasingly higher amount of claims from city <br />employees, and it was speculated that this may in fact be due to the fact that the city <br />requires no co-pays or no deductibles from employees who seek medical assistance. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on June 7. Present were committee members McKay, Miller and Gareau; <br />Councilman O'Grady; Building Commissioner Conway; City Engineer Deichmann. Also <br />in attendance was Mr. Suhayda of North Olmsted Manor Assisted Living. There was one <br />item on the agenda that evening and that was the Olmsted Manor Assisted Living <br />proposal on Mill Road. The project consists of constructing atwo-story, 34,300 square <br />foot, 39-suite assisted living facility. The building, as proposed, will sit on 1 '/2 acres of <br />land and is situated between the Olmsted Manor Nursing Home and the Mill Road <br />condominiums. Incorporated into the proposal were building materials consisting of <br />brick with aluminum siding, green shingles and a gabled roof. The intent of the <br />developer was to make it look more like a residential home than an otherwise commercial <br />building. There will also be a metal portico which will accent the entrance-way to the <br />facility with glass along the front so residents living there can watch the comings and <br />goings of the facility. In discussion at the Planning Commission, it was noted that certain <br />issues will require the granting of easements potentially, particularly the ability to access <br />the rear of the building by way of traversing onto the nursing home property. Although <br />both the nursing home property and the assisted living facility are owned by the same <br />entity, there is a future conflict in the event that the properties are owned by individual <br />owners. The ability to move to the back of the building and going upon the property of <br />another, could be a potential problem and Planning Commission directed those in charge <br />to address that issue. The committee that evening also discussed mounding on the east <br />property line where the property line abuts the Mill Road Condominiums. The mounding, <br />which was not previously considered, will provide a screen for the residents living in the <br />facility. The committee agreed 3 '/z to 5 foot mounding along the property line to the east <br />was necessary from the north line to the south line. After discussion, the committee <br />unanimously recommended approval with the requirement the 3 '/2 to 5 foot mounding, <br />undulating, landscaped with trees as presented be installed with at least 70% of the <br />mounding being a minimum of 5 feet. The project also was subject to the <br />recommendations of the various boards and commissions of the City of North Olmsted. <br />Upon unanimous recommendation, the committee recommended that the project be <br />approved by Council. Mr. Gareau moved that Council approve the plans for the Olmsted <br />Manor Assisted Living subject to all the recommendations of the committee and boards <br />and commissions.
