Council Minutes of June 15, 1999 <br />Mr. Nashar reported for Mr. McKay, chairperson of the Environmental Control and <br />.. <br />:~. Streets & Drainage Committees: 1) The Environmental Control Committee met on June 7 <br />to discuss Resolution 99-68. Present were committee members Kasler, O'Grady and <br />McKay; Council members Gareau, Nashar, Miller and Limpert; Council President <br />Saringer; Mayor Musial; Service Director Bohlmann; Finance Director Copfer; Safety <br />Director Jenkins; City Engineer Deichmann. The purpose of Resolution 99-68 is to <br />advertise for bids to acquire a dewatering centrifuge system for the pilot program at the <br />waste treatment plant. If the system performs as expected, it will replace the Zimpro <br />system which we are now using. This Zimpro system is nearing its life expectancy at the <br />present time. The new method will cost less, eliminate odors, operate cheaper and save <br />space. The testing for this process will cost between $40,000 to $50,000. The committee <br />recommended approval. <br />2) Following the Environmental Control Committee meeting, the Streets & Drainage <br />Committee met. Present were committee members Nashar, O'Grady and McKay and all <br />others present for the previous meeting. The committee discussed Resolution 99-70, <br />legislation which will provide for a method of repairing and replacing broken and <br />hazardous sidewalks throughout the city. The plan is to use in-house inspectors, with a <br />schedule to be completed in four years. Due to the fact that some legal procedures must <br />be put in place, this legislation will remain in committee. <br />The Clerk read a letter from Denise Norris, administrator of the Abundant Living <br />Christian School:. "Dear City Council Members: I was contacted by Barbara Seman on <br />June 8, 1999, with regard to Horizon Activities Center, Inc. applying for an Industrial <br />Development Revenue Bond, in excess of $2 million and using the governing legislative <br />body of the City of North Olmsted as a conduit for this bond. She mentioned that, if I <br />had any concerns for the City Council members, that I should write a letter. That is <br />exactly what I am doing at this point in time. I am a taxpayer, and a resident of North <br />Olmsted. I am also the school administrator for Abundant Living Christian School and <br />Child Care, which is anon-profit ministry of North Olmsted Assembly of God Church, <br />located on Columbia Road. I am expressing my concern, after meeting with three other <br />center owners, that this would directly impact all of our businesses. I am opposed to the <br />City of North Olmsted granting this proposal. I realize I am only one person, at this time, <br />speaking up, but I am concerned that this decision would put us all out of business. I am <br />all for free enterprise, and can't stop progress; but in this situation, if the City Council, <br />my representatives, voted in favor of this proposal without weighing the long lasting <br />repercussions of your decisions, I believe this would be preferential treatment, and not <br />fair to the rest of us. It has been brought to my attention that Horizon claims to be the <br />only center that takes the poor or lower income families. You have been misinformed, <br />and I would like to explain my position on this to you in tonight's meeting. Please see <br />the enclosed flyers that offer assistance to all low income families. Horizon receives the <br />full fee amount, plus the parent's sliding scale monies. I am questioning their non-profit <br />status. Have you thoroughly checked them out, and do they still qualify for this status? <br />How are they going to repay this $2 million? They have 320 students, at $60 per child <br />speaking conservatively--$76,800 per month times 12=$921,600 per year. As a taxpayer, <br />and with them only paying $1 for the school facility, where is the money going? It has <br />not gone back into the school because they have had other monies poured into their <br />~: ~: <br />6 <br /> <br />
