Council Minutes of June 2, 1999 discussion, the committee unanimously recommended approval of the Daewoo Motor America proposal subject to the recommendations of the boards and commissions of the City of North Olmsted. Mr. Gareau moved that Council approve the proposal for Daewoo Motor America subject to the recommendations of the boards and commissions. The motion was seconded by Mr. Miller and unanimously approved. • North Olmsted Evangelical Friends Church, 5665 Great Northern Boulevard, with a proposal to add an addition to the existing building, a family life center, and expansion of the sanctuary with new classrooms and new offices. (There was considerable resident involvement and many concerns expressed by residents of the Allendale-Carey area regarding this proposal.) Representing North Olmsted Evangelical Friends Church was Mr. Dan Shirkey. The plan consists of pulling the front side of the sanctuary forward, thereby enabling the church to expand the current sanctuary. There will be a new facade in the front of the building and relocation of the existing porch closer to Great Northern Boulevard. The family life center, which will be built to the north, will have a kitchen, music room, counseling rooms, storage room and restrooms. The addition to the southeast of the building will house classrooms, a reception area and a senior pastor's office. Concerns of the committee were the materials to be used, colors, status of fencing on the property as a buffer, status of mounding as a buffer to adjacent residential properties, status of signage, location of the dumpster, a sidewalk to be located along Great Northern Boulevard, lighting, water discharge and curbing. Mr. Shirkey indicated that the materials to be used for the construction of the family life center and expansion of the sanctuary would be brick and they would match the current materials in all respects. With respect to fencing, it was indicated that the fencing that exists on the west of the lot would be maintained. Mr. McKay indicated that there was a great deal of concern from residential properties to the rear of the building in the east as to headlights from vehicles entering and leaving the parking lot. After discussion, the committee recommended that mounding be placed along the common property line consisting of 5 '/2 to 3 '/2 foot mounds, 70% of which would be 5 feet, 30% of which would be 3 '/2 to 5 feet undulating. Mounding would run from the northeast side of the building to the northeast corner of the paved parking lot. Discussion was had on the issue of discharge and run-off. After discussion with Assistant City Engineer McDermott, it was stated that there would be a restrictor for any ditch discharge. There would he no tap-in to the Allendale-Carey storm sewer. As to the issue of lighting, it was understood by the developer and agreed that the lighting would be zero at the lot line. As to lights located along the property line to the east of the parking lot, it was recommended that those lights would be shielded on the residential side of the parking lot to prevent light from entering private properties to the east. On the recommendation of City Engineer Deichmann, sidewalks will be required for this particular project from the north property line to the south property line as it runs adjacent to Great Northern Boulevard. The Building, Zoning and Development Committee unanimously recommended approval of the North Olmsted Evangelical Friends Church proposal subject to the following requirements: 1. That it comply with the recommendations of the various boards and commissions of the city; 2. That the structure as developed not be used as a primary education facility K through 8.
