Council Minutes of 1/5/99 <br />REPORTS <br />Mayor Musial: 1) The Service Department has done a very admirable job during the <br />recent snow/ice storm. He had the opportunity to ride in an accompanying van during the <br />"gang plowing" of Lorain Road and surrounding streets-it was an awesome sight. <br />Service Director Bohlmann and the Service employees did an excellent job. <br />Law Director Gareau: 1) Attended a deposition regarding the lawsuit dealing with the <br />damage to a fire hydrant on Clague Road. <br />2) The Law Department is currently in the last stages of preparation for the trial dealing <br />with the Parcel E case. A great deal of discovery requests were completed and sent to <br />opposing counsel. <br />3) The firefighters' contract was negotiated to conclusion prior to its expiration. The <br />contract is fair and will be presented to Council for review. <br />Finance Director Copfer: 1) The city will be initiating a Section 125 Plan that will allow <br />employees' health insurance premiums to be deducted on a pre-tax basis. <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on Tuesday, January 5. Present were Council members Miller, Gareau, <br />O'Grady, Limpert and Nashar. The committee discussed a stock transfer for the liquor <br />permit of Lone Star Steakhouse, Inc., Wichita, Kansas DBA Lone Star Steakhouse and <br />Saloon, 24941 Country Club Boulevard. The ownership will now be in the name of Lone <br />Star Finance Inc., Wichita, Kansas. The committee had no objections. Mr. Nashar <br />moved that Council accept the stock transfer from Lone Star Steakhouse Inc. to Lone <br />Start Finance Inc. The motion was seconded by Mr. Gareau and unanimously passed. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, commended the Service Department on their snow <br />removal efforts. <br />Ken Baker, 23254 Mildred Avenue, spoke about his concerns regarding the continuing <br />lighting problems at Manor Care, which is located next to his property. He has been <br />working on this problem through Councilman Gareau, and it seems "all the right buttons" <br />have been pushed but the outcome has not been satisfactory. Manor Care has some high- <br />pressure sodium lights on their property that are as bright as day. One light at the back of <br />the building was supposed to have been turned off, but that has not happened. In <br />addition, another light by a doorway has been added. Councilman Gareau said he had <br />been working on the problems at Manor Care for quite some time. He had received <br />complaints about Manor Care even before he took oi~ice last January. He has addressed <br />the issues of improper grading, improper location of drainage and sewer grates with the <br />Building and Engineering Departments and the departments have been responsive to each <br />of his inquiries. However, the lighting issue has not yet been resolved. The city and the <br />Planning Commission has a policy of zero light at the lot line, and that is not the case <br />with Manor Care. The lights from Manor Care do illuminate the entire side of Mr. <br />Baker's home where his bedroom window is located. Manor Care has recently submitted <br />2 <br />
