Council Minutes of 12/5/OQ <br />$450,000. However, when you remove the people with payment plans, bankruptcies <br />and other protests, there is no longer a problem. He does not believe the city has a <br />significant uncollected property tax problem to address through an ordinance. <br />Perhaps the ordinance should say that, if your taxes are delinquent, you need to catch <br />them up and not put on the burden of providing a certificate that the taxes have been <br />paid, which also adds a burden to the Building Department and County Treasurer's <br />office. <br />LEGISLATION <br />Ordinance No. 99-113 introduced by Councilman Miller was given its third reading. An <br />ordinance amending Section 1119.01 of the North Olmsted Zoning Code, entitled <br />"Building Permit Required," in order to prohibit commercial and new residential <br />developers from obtaining building permits for real property development when real <br />property taxes are due and owing, as thrice amended. Councilman Miller moved for <br />adoption; second by Councilman Gareau. Roll call: Miller, yes; Gareau, yes; Limpert, <br />no, with comment that he agrees with the majority of Council that taxes should be paid <br />and be current. However, however all through the committee process, the supporters of <br />this legislation noted how easy this information can be obtained. Yet, as late as the last <br />Council meeting, this legislation was being thrice amended, from the floor of Council. He <br />is not convinced it is right. Why should taxpayers be forced to navigate through <br />governmental bureaucracies to prove they are law-abiding citizens? He has asked <br />repeatedly that the city, a body far more experienced with governmental bureaucracies <br />than the average citizen, should check to see if the taxes are paid. It is an imposition on <br />the citizen. Roll call continued: McKay, yes; O'Grady, no, with comment that there is <br />question in his mind whether or not the City of North Olmsted should be asking property <br />owners to go down and navigate through the County Treasurer's office or whether that is <br />something the city should do. The motion passed with four affirmative votes and two <br />negative votes. Ordinance No. 99-113 adopted. <br />Resolution No. 2000-147 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for 5,000 tons <br />of stone for various Service Department needs, and authorizing the Mayor to contract for <br />same, and declaring an emergency. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman O'Grady and passed unanimously. Resolution <br />No. 2000-147 adopted. <br />Resolution No. 2000-148 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for maximum <br />of 35,000 gallons of sodium aluminate for atwelve-month period, for use by the <br />Wastewater Treatment Plant, and authorizing the Mayor to contract for same, and <br />declaring an emergency as amended. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman Nashar and passed unanimously. Resolution No. <br />2000-148 adopted. <br />F <br />6 <br />
