Council Minutes of 11/21/2000 <br />3) On November 15, a Legislative Committee meeting was held and present were <br />committee members Kasler, Miller, Nashar; Council President Saringer and Council <br />members O'Grady and Limpert. Agenda items were as follows: <br />• Interview of Julianne Nader for an appointment to the Architectural Review Board for <br />a term commencing January 1, 2000 to December 31, 2001. This is a new open <br />position rather than a replacement of any kind, it has just been delayed in filling. <br />Mrs. Nader is a 13 year resident of the city, and is the project manager of field <br />operations for Acme Arsena with a Masters in Civil Engineering. She was an <br />impressive, eager candidate for this commission, and the committee unanimously <br />recommended approval of her appointment. Mrs. Kasler moved to approve the <br />appointment of Julianne Nader to the ARB for the term of January 1, 2000 to <br />December 31, 2001. The motion was seconded by Mr. Miller and passed <br />unanimously. <br />• Interview of Maryellen Davis, a 40 year resident of our city who lives on Butternut <br />Ridge Road and is being considered for Landmarks Commission to complete the term <br />of Clarence Miller who has resigned his position on that commission. This term <br />begins immediately and ends December 31, 2000. The committee unanimously <br />recommended approval of the appointment of Mrs. Davis and the continuation of her <br />appointment to the commission beginning January 1, 2001 and ending December 31, <br />2002. Mrs. Kasler moved to approve the appointment of Maryellen Davis to the <br />Landmarks Commission for the term ending December 31, 2000 and another term to <br />begin January 1, 2001 and end December 31, 2002. The motion was seconded by Mr. <br />Nashar and passed unanimously. <br />• Review of Anthony Smeraldi, a present member of Landmarks who is serving a term <br />which expires December 31, 2000. He wishes to continue his service on the <br />commission. As has been done in the past, the committee approves re-appointments <br />if members choose to retain their position. The committee recommended the approval <br />of the re-appointment of Anthony Smeraldi. Mrs. Kasler moved to re-appoint <br />Anthony Smeraldi to Landmarks Commission for the term January 1, 2001 until <br />December 31, 2002. The motion was seconded by Mr. Gareau and passed <br />unanimously. <br />• Resolution 2000-156. This legislation was sponsored by Councilman Miller and <br />reads, "A resolution urging the Cuyahoga County Board of Elections to discontinue <br />the use of the butterfly-type ballot in all future elections in Cuyahoga County and to <br />~~ <br />expedite consideration of electronic balloting. This was discussed in committee and <br />should be noted that the resolution urged "consideration of electronic balloting," <br />understanding that there may be problems with that but we are asking for <br />consideration by the Cuyahoga County Board of Elections. By strong implication, <br />this resolution recognizes the problems with the present system. One amendment will <br />be made to add the definition of butterfly balloting to read, "a form of butterfly-type <br />ballot wherein multiple candidate names are placed on facing pages." The committee <br />unanimously recommended approval as amended and suspension of the rule. <br />Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on November 14.
