Council Minutes of 9/19/2000 <br />~,~ and Limpert; Council President Saringer and Councilman McKay; Safety Director <br />Jenkins and Service Director Bohlmann. Discussed at this meeting was the viability of <br />installing in-ground yellow warning flasher lights at select pedestrian crossings in the <br />city. The system would install three yellow flashing lights on each side of a pedestrian <br />crosswalk for a total of six lights at each crossing. These lights would be activated when <br />a pedestrian pressed the walk button. The lights are similar to those that are used at <br />airport runways, and they are designed to withstand the heavy traffic from such things as <br />trucks and snow plows. Traffic Safety Corporation markets this system and estimates the <br />cost is between $9,000 and $10,000 per crosswalk, with $6,000 being for the hardware <br />and another $3,000 to $4,000 for installation. Concerns were raised whether these lights <br />would hold up under the effects of heavy salt in our northern Ohio winters. The <br />suggestion was made by Service Director Bohlmann to install this system at one of our <br />major crossings so that the effectiveness and durability could be evaluated. This <br />suggestion was subsequently approved by all members of the Safety Committee. <br />Legislation will be drawn up to present this option to Council. The committee <br />recommended either the school crosswalk at Pine School or at Butternut School to use as <br />a test. The final decision as to which one will be used will be made by the administration <br />and the city's Traffic Engineer with input from the North Olmsted School System. <br />Mr. McKay reported on the Environmental Control Committee meeting on behalf of <br />Mr. O'Grady: 1) The meeting was held on September 11. Present were committee <br />members O'Grady and McKay; Council members Limpert, Nashar and Saringer; Safety <br />Director Jenkins and Service Director Bohlmann. Discussed was Ordinance 2000-104 <br />which accepts the sanitary easement located on the property owned by Edward A. and <br />Elaine M. Yakamavage. The purpose of this easement is to allow the city to complete the <br />construction of sanitary improvements in the area. The current structure of the sewer <br />system at this juncture can produce surcharging. The reconstruction will provide a <br />wyeing of the pipes to improve the flow. The committee unanimously recommended <br />approval of Ordinance 2000-104 and suspension of the rules requiring three readings. <br />Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) The <br />Building, Zoning and Development Committee met on September 12. Present were <br />committee members Gareau and Nashar; Council Members Limpert, Miller, McKay; <br />Building Commissioner Conway and City Engineer Deichmann; several residents. Mr. <br />O'Grady was an excused absence. Agenda items were as follows: <br />• A proposal by Teligent Incorporated to have one antenna on three buildings: the <br />Community Building at 26777 Lorain Road, Corporate Center I at 25000 Country <br />Club Boulevard, Westbury Apartments at 25151 Brookpark Road. Representing <br />Teligent was Lance Wanamaker and Tim Ketchen. Teligent will provide a fixed wire <br />telephone which will be a direct competition with Ameritech. The technology used is <br />a spoke microwave technology where the tallest buildings in that particular area <br />would be utilized as a collection point. Each one of the surrounding buildings will <br />have one antenna and some equipment on the inside.. Mr. Wanamaker stated that this <br />service is supposed to offer customers a 30% savings on their telephone because of <br />the microwave construction. This is the least expensive type of equipment.
