Council Minutes of 7/18/2000 ~.. Ordinance No. 2000-98 was introduced and placed on first reading by Mayor Musial. An ordinance authorizing the Director of Public Service to make emergency repairs to the Mastick Road storm sewer near Shepherd's Hill Road, without public bidding, and declaring an emergency. Mr. McKay moved for suspension of the rules requiring three readings and committee review; second by Mr. O'Grady; motion passed unanimously. Mr. McKay moved for adoption; second by Mr. O'Grady; motion passed unanimously. Ordinance No. 2000-98 adopted. Ordinance No. 2000-99 was introduced and placed on first reading by Mayor Musial. An ordinance authorizing the Director of Public Service to obtain ashort-term lease agreement for a dewatering centrifuge for the Waste Water Treatment Plant, without public bidding, and declaring an emergency. Mr. McKay moved for suspension of the rules requiring three readings; second by Mr. O'Grady. Roll call: McKay, yes; O'Grady, yes; Nashar, yes; Miller, yes; Gareau, no, with comment that his vote was not a vote on the merits of Ordinance 2000-99 nor was it a statement about the seriousness of the issues that plague the residents along the rim of the valley where the wastewater treatment facility exists. He realizes that the issues are serious and they have existed for some time now, and we are on our way toward addressing those issues. Rather, given the fact that this is a three month lease of equipment that costs $130,000, he simply would have preferred to have seen this particular piece of legislation reviewed in committee where a more thorough discussion on the issue could have taken place. Roll call continued: Kasler, yes; Limpert, yes. Motion passed with six yeas and one nay. Mr. McKay moved for adoption; second by Mr. O'Grady; motion passed unanimously. Ordinance No. 2000-99 adopted. Ordinance No. 2000-100 was introduced and placed on first reading by Mr. Gareau. An ordinance amending the Traffic Control File of the City of North Olmsted by providing for the installation of "No Parking" signs on both sides of West 231 Street between Alexander Road and Lorain Road, and declaring an emergency. (Assigned to the Safety Committee.) Ordinance No. 2000-101 was introduced and placed on first reading by Mayor Musial. An ordinance authorizing and directing the Mayor of the City of North Olmsted to enter into a rental agreement with South East Golf Car Company for the purpose of the city to act as agent on behalf of South East Golf Car Company and the rental of golf cars to customers of Springvale Golf Course and declaring an emergency. Mr. Limpert moved for suspension of the rule requiring three readings; second by Mr. Nashar; motion passed unanimously.
