Council Minutes of 7/5/2000
Resolution 2000-73. Present were committee members McKay, Miller and Limpert;
~,, Council members Kasler, Nashar, Gareau, and President of Council Saringer; Mayor
Musial, Service Director Bohlmann, and Assistant Law Director Dubelko. Agenda items:
• Resolution 2000-72, a resolution authorizing Director of Public Service to advertise
for bids for event lighting for the ice rink at North Olmsted Recreation Center.
• Resolution 2000-73, a resolution to go out for bids for a new sound system for the
same. These systems would be replacing those that were put in when the building was
originally built over 25 years ago. This had been discussed during the appropriations
at the beginning of the year, and the committee recommended approval.
Mr. Gareau, chairperson of the Streets & Drainage Committee: 1) The committee met
June 27. Present were committee members Gareau, McKay and Kasler; Council
members Miller, Nashar, Limpert and Council President Janet Saringer; Mayor Musial,
Assistant Director of Law Dubelko and Service Director Bohlmann. One item was on the
agenda, Ordinance 2000-75, an ordinance authorizing the Mayor of the City of North
Olmsted to enter an agreement with Chagrin Valley Engineering Limited to provide
engineering services for the Sharon Drive Rehabilitation. Following a very brief
discussion, the committee unanimously recommended approval. However, it should be
noted that (1) this matter was discussed in considerable depth earlier this year during
appropriations, and this was previously agreed upon; (2) the engineering costs were quite
a bit lower than originally anticipated. We borrowed $35,000 and the engineering costs
were actually closer to $10,000, so the remaining $25,000 will be put back into the
project for various purposes.
President Saringer noted that the issue regarding W. 231 Street parking would be jointly
heard by the Public Safety and Streets & Drainage Committees, and this was agreed to by
the chairpersons.
AUDIENCE PARTICIPATION
Amy Heath, 4368 Porter Road, asked what progress had been made in the acquisition of
properties on Butternut Ridge Road for the new library. Mayor Musial replied that
approximately two weeks ago he had personally contacted the homeowners and indicated
the city would be looking at purchasing those properties in anticipation of having a
library built on a parcel of land which is contained between Lorain Road and Butternut
Ridge Road. (James Lumber Company, abandoned gas station on Lorain Road and
four/five properties adjacent to Butternut Ridge Road) He indicated to the owners that
appraisers would be out looking at the properties. The appraisers have completed the
appraisals, and the city is anticipating receiving the formal report soon. There has not
been any further contact with the homeowners. Mrs. Heath asked the Mayor whether he
expected to have any more contact with the homeowners before July 19th. Mayor Musial
said he would have to consult with the Law Director whether the homeowners would be
apprised of the appraisals. Law Director Gareau answered that the purpose of the
appraisal is to determine basically the amount of money that we have to expend to build
the library, so the reason for the appraisal obviously is to get that number.
