Council Minutes of 5/16/2000 <br />taken. He does not take them to be finger pointing. He takes his comments to be <br />thoughtful and pointed and to make a statement that he agrees with 100% that there is an <br />impairment to communication on Council. He will join with him to do his part from his <br />perspective to see that we can improve that. The motion failed with four no votes and 3 <br />yes votes. The veto stands. <br />Mayor Musial asked to comment on Mr. Gareau's comments. Part of the reason for the <br />veto does involve a matter that was brought to the attention of the committee. That deals <br />with the association and the development where he lives. That's a voluntary association. <br />The way the ordinance is written now, the individuals that don't belong to the <br />organization in essence will not be able to have a garage sale if the association has two <br />garage sales. He thinks that's wrong. He doesn't think that we should be giving that <br />power to a voluntary organization. Secondly, with regard to the situation wherein garage <br />sales are being run continuously during the course of the year, he would construe that as <br />running a business within a residential district and would welcome legislation to look at <br />that matter specifically and directly to solve that particular problem. With regazd to <br />another item involving the garage sale ordinance, it seems to be wrong to be saddling the <br />Director of Public Safety with monitoring and issuing permits those permits. <br />Mr. Gareau responded by saying that several of the Mayor's comments were not made <br />until he vetoed the ordinance. He would suggest that perhaps he and the Mayor engage <br />in a little self-analysis and see if this is the way they want to do legislation in this town. <br />Yes, the Mayor did bring some matters to his attention. Those issues were discussed in <br />committee. Mr. Jenkins was there and was given an explanation for what was being <br />done. The committee was aware of the problems that were posed, and they reasoned <br />them over the course of an hour and a half and came to conclusion. He cannot offer that <br />information to the Mayor in a phone call, that's something that can't be recreated. He <br />respects the Mayor's opinion, but doesn't think we need to go back and revisit the reasons <br />for veto.
