NORTH OLMSTED CITY COUNCIL
MINIJ'TES OF THE PUBLIC HEARING
JANUARY 19, 2000
7:30 P.M.
Present: Council President Saringer, Council Members Gazeau, Kasler, Limpert,
McKay, Nashaz, O'Qrady
Also Present: Mayor Musial, Law Director Gareau, Clerk of Council Seman
Council President Saringer called the public hearing to order at 7:35 p.m. in Council
Chambers, 5200 Dover Center Road, North Olmsted, Ohio.
President Saringer announced that the public hearing was being held with regard to
Ordinance No. 98-131 which provides for the amendment of the zone map in order to
supplememally zone parcels of real property so as to include them in the Wireless
Telecommunications Facilities Overlay District. She noted that these aze precautionary
measures and, as faz as Council is aware, there aze no plans for towers pending at this
time.
On behalf of a resident who could not attend, Presidem Saringer asked Mr. Hunt
(consultant) if a tower could be erected on property without the owner's consent. Mr.
Hunt said "no."
~J,~IENCE PARTICIPATION
Councilman Gareau
• Explained that resident Mr. Thomas has same concerns about the location of the
WTFO district and its proximity to the residential properties at the west end of town.
He has suggested several alternatives, one of which was reducing the district and
pulling it back to the high tension wire easement. This proposal was not objected to
by consultant, Todd Hunt.
John Thomas, 6096 Wild Oak Drive
• His proposal was to reduce the size of the area. Zoning for technology is difficult
because we do not know what the technology will be in a few yeazs. He does feel,
however, that a 200 foot height for towers has a substamial impact on businesses and
residences. He is concerned about the azea along Bradley Road which already does
have some very valuable development in the form of several businesses. It would
seem that, if we allow that area to be included in the overlay district, it would more
than likely hinder the development of the property. As Council considers this, they
should consider the fact that we do watrt to encourage higher quality businesses to
move in-businesses that aze going to want plenty of room to develop their parcels.
