MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 18, 2000 <br />Present: Council President Saringer, Council Members Gareau, Kasler, Limpert, <br />McKay, Nashar, O'Grady <br />Also Present: Mayor Musial, Law Director Gareau, Finance Director Copfer, Clerk of <br />Council Seman <br /> <br />Absent: Council Member Miller <br />Council President Saringer called the meeting to order at 8:05 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the Council meeting of December 7, 1999 were approved as corrected by <br />including Mr. O'Grady as present. <br />REPORTS <br />Mayor: 1) The employee appreciation dinner was held last Thursday. Although the <br />inclement weather cut into the 130 reservations, it worked out very well. This dinner <br />gave the administration another opportunity to officially and publicly recognize the <br />dedicated employees who work for the city. <br />2) He will chair the Council of Governments for the year 2000. The Council is <br />compromised of the cities of Lakewood, Bay Village, Westlake, Rocky River, Fairview <br />Park and North Olmsted. High on the agenda this year is a review of a possible <br />collaborative partnership in the area of electric deregulation. <br />3) He attended the latest meeting of the North Olmsted Faith Communities Forum, which <br />is a collaborative effort between the churches, schools and the city. The group is forming <br />partnerships to further the quality of life in North Olmsted. The members have voted to <br />embrace the concept of the volunteer snow removal program. <br />4) He has been called to jury duty for the week of January 24 and is looking forward to it. <br />Law Director Gareau: 1) Since the Mayor is chairing the Council of Governments this <br />year, he will act as legal counsel. <br />2) The Law Department is disappointed in the outcome of the Parcel E litigation. From a <br />legal standpoint, when he looks at recent case law dealing with the issue of <br />constitutionality of zoning, there is no question in his mind that the Biskind group failed <br />to meet their burden. The city would probably have an opportunity to negotiate a <br />
