Council Minutes of 10/2/2001
to be a light there until next year. Safety certainly is an issue. If the crosswalk or guard
are removed at Pine School, will children walk the extra distance or will they take a
chance and cut across the street. Mrs. Esperson said they aze doing it now, and Mr.
Miller said that is what he is hearing. Presiderv Beringer ended the conversation by
saying that the issue would be discussed in a committee meeting.
Jim Burns, 3978 Dover Center, said the Pine subdivision is a large subdivision of a
couple hundred homes and it does not have a second access for emergency vehicles. It
would only take about a hundred yards to make the connection between Duane and the
Pine subdivision, which would give a second access off Selhurst and Silverdale. It's
something he thinks this city is going to have to look at sooner or later.
Mike Yaros, 4681 Cazsten Lane, said he doesn't want to come to another Council
meeting a year from now and listen to someone say we need to address this irversection
and this light issue because of a fatality like the one at Steams and I 480. We need the
light, and we need it soon. He works for an insurance company and knows that fatalities
happen if a car is broadsided at 35 mph.
Raymond HIesta, 5907 Barton Road, is involved in many aspects of community life, and
for six years has put skating programs on for children at his company's expense. Mr.
Klesta expressed concern that he is playing second fiddle to a hockey program that is
only 79•~o residerv. He wants to know the criteria for renting the ice. He has submitted
proposals on many occasions to enter into contracts with the Recreation Center and has
been denied, even when willing to pay up front at a premium price. He was denied
before the hockey club even entered into a season contract with the Recreation Center. It
appears that, even when the contract has not been signed or preserved from the hockey
club, the ice is set aside for them and not sold. The ice that he proposed was not a
significant amount, three hours a week on the large ice. As a resident, he was offered the
small ice at five bad times--4:30 in the afternoon. It's hard to get kids and pazents there
at that time. He is looking for answers to this. Safety Director Jenkins said he is aware
of Mr. Klesta's petition for ice time. Obviously, with one sheet of ice there's only so
much time to be sold. He has directed Recreation Commissioner Morgan to put the
criteria together for the threshold of what groups get priority to scheduling ice. When
available, he will share that with Council. Mr. Klesta said that is one of his issues,
considering that one of the programs is majority non-resident and he is a resident and he
is looking for ice time for resident children. President Saringer suggested that this issue
be brought to the attention of the Recreation Commission. Councilman Miller, the
representative to the commission, said there is a pending ordinance asking that the city
give a position as an independent contractor to the person who has the contract for the ice
and make him Director of Ice Skating Services. That will be in committee, and he will
contact Mr. Klesta about the meeting. Also, the committee will discuss the arrangements
made by Mr. Jenkins to publicize the standards on which the city decides who gets ice
time and when.
Steve Wolf, 27132 Butternut Ridge Road, addressed the proposed ordinance which
would raise the speed limit on Great Northern Boulevard by 10 mph. Some time back,
12
